Senior Manager, HR & People

Location: Toronto, ON (hybrid) - supporting a distributed, multi-province workforce Reports to: Chief Operating Officer Type: Full-time, permanent

About Perennial

Perennial brings primary care to where people live. We embed on-site nurse practitioners, physicians, and allied health professionals directly into senior living and long-term care communities, so residents get continuous, high-quality care without leaving home. Today we operate across 30+ communities in Ontario, Alberta, Manitoba, Saskatchewan and Quebec, with more than 500 clinicians serving 10,000+ patients and we're growing quickly into new regions and new lines of service.

As we scale, the way we hire, support, and retain our people becomes one of our most important competitive advantages. This role exists to build the HR and people foundation that lets a distributed clinical workforce thrive.

The Role

We're looking for a Senior Manager, HR & People to own the full employee lifecycle across a multi-province, clinically-driven organization. You'll be the senior people leader who designs and runs the systems: recruitment, onboarding, performance, compliance, retention, and culture that keep a fast-growing healthcare company running well. This is a hands-on builder role: you'll set strategy and also do the work, partnering closely with clinical leadership and the executive team.

You'll need to be comfortable operating across multiple employment jurisdictions, working with a mix of employees and independent contractors (including physicians), and supporting front-line clinicians.

What You'll Do

Talent acquisition & workforce planning Own end-to-end recruitment for clinical and corporate roles from nurse practitioners, physicians, allied health professionals to management and operational roles. Build scalable, repeatable hiring pipelines and reduce time-to-fill for hard-to-source clinical roles across provinces. Partner with clinical and operations leaders on workforce planning as we enter new communities and regions.

Onboarding, credentialing & compliance

Design onboarding that gets clinicians productive and confident quickly in an embedded, on-site model. Coordinate credentialing, licensing, and documentation requirements alongside clinical leadership. Ensure HR practices comply with employment standards across Ontario, Alberta, Manitoba, Saskatchewan, and Quebec, as well as relevant healthcare and privacy regulations.

Performance, retention & people operations

Build and run performance review, feedback, and development processes that work for a distributed workforce. Develop retention strategies to keep our clinicians engaged in a competitive talent market. Manage compensation frameworks, benefits administration, and the HRIS/people systems that support the team. Handle employee relations, conflict resolution, and offboarding with care and sound judgment.

Culture & leadership

Be a trusted advisor to the COO, clinical leads, and managers on people decisions. Shape and protect company culture across geographies and across employee/contractor relationships. Develop the policies, handbooks, and frameworks a scaling company needs without adding bureaucracy that slows us down.

What You Bring

4-7+ years of progressive HR/people experience, including senior or leadership responsibility Demonstrated experience building HR functions in a growth-stage or scaling organization (vs. maintaining established ones) Strong working knowledge of Canadian employment law across multiple provinces; comfort navigating differing provincial standards Experience in healthcare, multi-site, or distributed-workforce environments strongly preferred Track record recruiting and retaining specialized or licensed talent (clinical experience a major asset) Familiarity with managing both employees and independent contractors Excellent judgment, discretion, and communication you can move between executive strategy and a hard front-line conversation in the same day A builder's mindset: pragmatic, hands-on, and comfortable creating structure from scratch

Nice to have

CHRP / CHRL designation Experience in healthcare Bilingual (English/French)
