Oil sands development is an important component of CNOOC International’s global portfolio. In Canada, CNOOC Petroleum North America has interest in more than 300,000 acres in the Athabasca region – one of the largest deposits of Canadian oil reserves, where we use technologically advanced production processes such as Steam Assisted Gravity Drainage (SAGD). Our Long Lake facility, located in northern Alberta just south of Fort McMurray, began producing in 2008 and is a SAGD-only operation for the interim, with production capacity of around 72,000 barrels of bitumen a day.

This position is an 12 months contractor role; the successful candidate will be onboarded through a third party contracting agency.

Your Background

  • Bachelor’s Degree in Chemical Engineering.
  • Professional Engineer (P.Eng.) designation in Alberta (or eligibility).
  • 10+ years of process engineering experience in oil sands, upstream, or heavy oil projects (brownfield project experience preferred).
  • Strong knowledge of process simulation tools (Aspen HYSYS or equivalent) and industry codes (API, ASME, CSA, AER requirements).
  • Experience reviewing EPC process deliverables and supporting design reviews (HAZOP, LOPA, SIL).
  • Field experience with commissioning, troubleshooting, and operability reviews.
  • Strong communication skills and ability to collaborate across multidisciplinary project teams.

Your Role with Our Team

  • Review and approve process design documents from EPCs/third-party contractors, including Process Flow Diagrams (PFDs), Piping & Instrumentation Diagrams (P&IDs), Heat & Material Balances (HMBs), process simulations, relief and flare load calculations, and datasheets for process equipment.
  • Validate process designs against company standards, applicable codes (ASME, API, CSA, AER), and project-specific requirements.
  • Act as subject matter expert for process engineering within the project team.
  • Support process design decisions related to plant capacity, operability, safety, and reliability.
  • Provide technical input during design reviews (HAZOP, LOPA, SIL, 3D model reviews) to ensure safe and efficient project execution.
  • Monitor EPC deliverables and schedules, ensuring alignment with project milestones.
  • Perform site walk down and inspections to confirm existing field conditions, tie-in points, and operability of proposed modifications.
  • Provide technical solutions to field engineering queries (RFIs) and ensure design intent is maintained during construction.
  • Support preparation, review, and issuance of EWPs covering process scope.
  • Ensure operating philosophies and procedures are considered in the design and included in handover packages.
  • Ensure process designs meet safety, environmental, and regulatory requirements.
  • Review vendor packages for process equipment (separators, exchangers, pumps, compressors, OTSGs, etc.) to ensure compliance with process design criteria.
  • Support commissioning, performance testing, and troubleshooting during project handover.
