HAVAN (Homebuilders Association Vancouver) is an industry association representing more than 1,100 member companies in the residential construction industry, including builders, developers, renovators, designers, suppliers, and professional service providers working within Metro Vancouver.

We are looking for a Manager, Policy and Research to join our Government Relations team, working to be the trusted voice of the Metro Vancouver residential construction industry.

This role is ideal for someone who enjoys research, public policy, stakeholder engagement, and advocacy. You are equally comfortable reviewing a council agenda, preparing a policy briefing note, engaging with municipal staff, or speaking with industry members about the challenges of delivering housing in today's market.

Job Description

Reporting to the Director, Government Relations (DGR), the Manager, Policy and Research, supports the Chief Executive Officer (CEO) and DGR by developing policy and research work and providing HAVAN members with timely information regarding new government policies and initiatives, and opportunities to engage and provide feedback to local and provincial governments on important policy issues which impact the home building industry. Key to success in the position will be the production of timely and relevant policy and analysis documents for our members and for key stakeholders.

Key Responsibilities

Policy Research and Analysis Evaluate and provide strategic advice to the CEO and DGR on pending public policy and legislation, and regulatory changes that affect the residential construction industry and prepare recommendations and plans for action. Assist in the development of policy positions, briefing notes, submissions, and advocacy materials for government and stakeholder engagement. Support the preparation of presentations, speaking notes, correspondence and background materials for the Board of Directors, elected officials and government staff and industry stakeholders.

Government Relations and Advocacy Attend and/or monitor municipal meetings, public consultations, and industry events throughout Metro Vancouver, with reporting back and recommendations for further engagement if necessary. Promote, support, and advocate for the official stance and policies of HAVAN as determined by the DGR, CEO, GR Committee, and Board of Directors. Liaise with provincial and national homebuilder association counterparts, along with the DGR to ensure strong communication and alignment on government relations priorities, policy positions, and advocacy initiatives. Create content for, including writing and editing of a weekly Government Relations Update newsletter to members. This includes closing monitoring City Council agendas, industry media, government agencies and stakeholder organizations for items of interest for our members.

Stakeholder Engagement Build and maintain relationships with industry stakeholders, member companies, municipal staff, elected officials, and partner organizations. Respond to public and member inquiries on issues of interest and concern to the industry. Proactive consultation with members, the Government Relations Committee, and HAVAN leadership to advise on policies, engagement and research opportunities. In consultation with the DGR and the CEO, respond to member and public inquiries regarding issues impacting the residential construction industry. Events, Industry Engagement and Communications Support Support the DGR in the coordination of government relations events, campaigns, and advocacy initiatives in collaboration with the Marketing/Events teams. Prepare minutes for and execute action items from monthly Government Relations Committee meetings. Assume the role of Staff Liaison to the Technical Advisory Committee, under the umbrella of the Education and Training department.

Requirements: 3rd or 4th year university courses in public policy, political science, communications, urban planning or business, or equivalent experience Strong interpersonal skills, able to work effectively with a wide range of internal and external stakeholders. Strong oral and written communication skills. Knowledge of, or demonstrated interest in, housing policy, municipal government processes, land use planning, development approvals, or the residential construction industry. Access to reliable transportation to be able to travel to various communities and locations throughout the Metro Vancouver region. Proficiency in Microsoft Office Suite, particularly Excel, and Word Experience using data visualization, survey, CRM, or project management platforms considered an asset, particularly Tableau and Wordpress Occasional evening and weekend attendance at municipal meetings, member functions, and internal/external industry events.

Established in 1974, it is the largest of the 10 local associations in British Columbia with more than 850 members, six full-time and one part-time staff. A Board of Directors, elected annually by the general membership, governs HAVAN.
