The City of Orillia is currently seeking a highly motivated individual to fill the position of IT Systems Support Analyst (Contract) for approximately one year with potential for an extension.

Reporting to the IT Supervisor - Business Application and Systems Management or designate, the IT Systems Support Analyst is responsible for supporting, enhancing and integrating IT systems, automating workflows, and evaluation, integration and implementation of new IT Systems.

Candidates must possess a post-secondary degree in Computer Science, Information Technology or related discipline with at least three years of enterprise-level solution implementation in multiple hardware and software systems. This position requires extensive knowledge of Microsoft 365 and certification in Microsoft Products is preferred.

The City of Orillia offers a competitive salary and optional enrollment with the OMERS pension plan. The salary for this position is $75,641 to $88,489 based on a 35-hour work week.

IT Systems Support Analyst (Contract)

Position Synopsis and Purpose

Reporting to the IT Supervisor - Business Application and Systems Management or designate, the IT Systems Support Analyst is responsible for supporting, enhancing and integrating IT systems, automating workflows, and evaluation, integration and implementation of new IT Systems.

Major Responsibilities

Policies/Programs/Service Delivery

  • Select, support, enhance, leverage, integrate and install existing and emerging enterprise I.T. systems including PSD CityWide, Great Plains Financial and HR system, ESRI/ARC GIS, the Orillia.Ca Website and Customer Portal, the SharePoint Intranet and Document Management System, etc.
  • Design, develop and implement improvements to information technology systems and business processes including APIs, AI tools, scripts, group policies, sql, Microsoft Intune and other products to reduce duplication of effort and streamline business processes.
  • Develop, support, troubleshoot, and seek opportunities to improve, automate and implement software tools including Microsoft Office 365 Products (SharePoint, Azure, Intune, Teams, Power BI, Power Automate) and other standard applications and software.
  • Resolve help desk tickets following standard operating procedures and ensuring that Service Levels are met, customers are satisfied, that solutions are documented and automated to reduce rework.
  • Provide leadership and governance throughout the IT Project lifecycle. Develop and monitor detailed project schedules and budgets. Work with external project managers to implement new systems.
  • Gather business requirements, prepare RFPs/RFQs, evaluate options, and select and acquire hardware and software.
  • Conduct research, prepare business cases and plans. Perform analyses, and document recommendations considering cost, benefits, IT Standards, and business requirements

Procedures, Reports & Administration

  • Develop, recommend and maintain IT Standard operating procedures, corporate IT procedures/guidelines. Prepare/send technical communications to all City IT Users. File in the appropriate storage locations for future reference.
  • Lead the research into new and emerging communications and public engagement tools, venues and trends and make recommendations to improve current practices.
  • Prepare and analyze reports and queries including helpdesk, system, storage server, Microsoft Office 365 software, Siteimprove and other products. Analyze corrective actions and findings. Prepare briefing notes with recommendations. / port and queries and analyze corrective actions and finding.
  • Provide support and training to departmental staff to develop content and approve development of any new content or corporate tools.
  • Other duties as assigned in accordance with Corporate Objectives.

Financial Management

  • Track financial costs for Capital Projects and Grants. Process invoices, cheque requisitions, and other employee expenses and liaise with the Finance Division as required.

  • Note: All activities are expected to be performed in a safe manner, in accordance with the Occupational Health and Safety Act and its Regulations, along with Corporate Safety policies, procedures and programs. In addition, all necessary personal protective equipment must be used and maintained in good condition.

Decision Making and Independence

1. Examples of the types of decisions that are made or issues/situations that are dealt with on a regular basis and how judgement is used to resolve them.

  • This position must balance multiple tasks including helpdesk tickets and projects with varying priorities and due dates. Judgement is required to assess competing priorities, shift priorities and ensure deadlines and service levels are met efficiently without compromising quality. Communication is required to stakeholders to provide status updates or priority changes.
  • This position has access and secure administrative access to all IT systems within the City. Judgement is required to confirm whether making a change or providing access to a system would pose a security risk. This position maintains security roles within the Financial, HR, Citywide and other corporate ERP systems.

2. Examples of situations or problems that are referred to the supervisor for direction or resolution.

  • Support requests and Project Milestones that are at risk of exceeding response, resolution or completion dates must be referred proactively to the Supervisor for assistance in prioritization, communication and/or request for additional resource (Vendor, other IT Support personnel etc.)
  • Access requests or requests for escalated privileges or SQL data base changes to critical systems like Finance or HR should be reviewed by the Supervisor with an approved rollback plan.

Required Training

  • Certification in Microsoft Products is preferred.
  • IT Administrator and Security principles.
  • Training on the latest trends in corporate information technology including AI and Microsoft product updates.

Minimum Qualifications

Education (degree/diploma/certifications)

  • Post Secondary degree in Computer Science, Information Technology or related discipline.
  • Certification in Microsoft Products is preferred.

Experience

  • Three to four years of demonstrated experience with enterprise-level solution implementation; Experience must include work with multiple hardware, applications and software systems.
  • Demonstrated experience with solution design and management techniques with SQL, scripting tools, APIs, GPOs, Power BI, Intune and web-based development.

Knowledge/Skills/Ability

  • Knowledge of business process modelling, structured analysis and design.
  • Extensive knowledge of Microsoft 365 including SharePoint, Teams, Power BI and Powe automate.
  • Excellent interpersonal, report writing, communication and presentation skills with the ability to work effectively in a team setting with minimal supervision.
  • Ability to exercise a high level of independence with excellent organizational and time management skills to handle competing priorities.
  • Excellent verbal, and written communication skills.
  • Advanced computer skills using SharePoint, MS Office applications, including Word, Excel, PowerPoint, Email, and the Internet.

Physical Demands

  • Sitting, standing, or walking. Work is conducted in a standard office environment with continual visual concentration required. Moderate physical demand requires skill and dexterity to move switches, furniture, servers, access points, AV equipment etc. to troubleshoot potential network issues related to systems access.

Position Requirements

  • Valid Class ‘G’ Ontario Driver’s License and access to a reliable vehicle.
  • A current and acceptable Criminal Record Check is required prior to the employment commencement date.
  • Attendance at meetings, seminars and conferences as required.
  • Availability to assist with after-hours questions, concerns, and/or emergencies; and/or to work outside of designated normal hours per week.
  • Must have a high-speed internet connection and a proper workstation in order to work from a home location.

Preferred Qualifications

Education (degree/diploma/certifications - in addition to the above)

  • Basic Emergency Management Certification.
  • Lean Certified.

Experience (in addition to the above)

  • Member of the Emergency Management Control Group as the Emergency Information Officer.
  • Previous communications experience in the public sector.

Knowledge/Skills/Ability (in addition to the above)

  • Graphic Design and video production knowledge using Adobe Creative Suite.

  • Knowledge and proficiency using Govstack.
