Consultant, Indigenous Affairs (Indigenous Data Governance) Are you an experienced leader with lived experience who is passionate about advancing reconciliation and strengthening the City of Toronto’s relationship with Indigenous peoples? As Consultant, Indigenous Affairs (Indigenous Data Governance) with the City’s Data for Equity Office, you will provide strategic advice, build trusted partnerships with Indigenous communities, and guide the development of policies and practices that embed Indigenous perspectives in the City’s data and equity work.

Bringing deep knowledge of First Nations, Inuit, or Métis communities in Canada, including the legal, social, economic, and political issues affecting communities, you will assess emerging trends and translate insights into forward-looking recommendations that advance responsible and progressive Indigenous Data Governance. Drawing on your expertise in strategy implementation, organizational change, project management, and stakeholder engagement, you will serve as a trusted advisor to staff and elected officials, while supporting education, outreach, and relationship-building across diverse forums. This role offers a unique opportunity to drive meaningful change and position Toronto as a leader in Indigenous Data Governance, helping to foster better outcomes for First Nations, Inuit, and Métis communities.

Key Areas of Responsibility

Lived Experience & Cultural Competency

  • Bring lived experience as a First Nations, Inuit, or Métis person, along with demonstrated experience working with Indigenous Peoples, communities, and/or organizations.
  • Demonstrate cultural competency and a strong understanding of the legal, social, economic, and political issues affecting Indigenous communities.
  • Act as a cultural and strategic advisor to City staff and elected officials.

Indigenous Data Governance Strategy & Leadership

  • Lead the development and implementation of the City of Toronto’s Indigenous Data Governance framework.
  • Facilitate the First Nations, Inuit, and Métis Data and Technology Circle to ensure community engagement and guidance on the City’s Indigenous Data Governance model.
  • Promote and support the responsible use of City data and access for First Nations, Inuit, and Métis persons, community organizations, and partners.
  • Translate emerging trends into actionable recommendations that advance equity and reconciliation.

Community Engagement & Partnerships

  • Build and maintain trusted relationships with Indigenous communities, organizations, and researchers.
  • Develop and implement community-driven strategies to address local needs and improve access to services through projects, partnerships, and coalitions that strengthen inter-sectoral linkages.
  • Liaise with City staff and connect City divisions with Indigenous community organizations and partners on data and research initiatives.

Capacity Building & Knowledge Sharing

  • Design and deliver culturally appropriate workshops, presentations, and education sessions for diverse audiences.
  • Support other divisional staff by enhancing their skills in community development, access and equity, and advocacy to ensure these principles are embedded in departmental programs.
  • Synthesize large volumes of information and complex concepts into clear, engaging, accessible and relevant content, using a variety of communication mediums tailored to diverse audiences.
  • Enhance organizational capacity through knowledge exchange and training.

Strategic Policy Implementation & Project Management

  • Lead complex projects from inception to completion, balancing stakeholder interests and resolving conflicts.
  • Apply project management principles including budgeting, scheduling, monitoring, and reporting.
  • Interpret and communicate relevant City policies and initiatives to Indigenous partners.
  • Prepare reports, dashboards, and presentations for senior leadership and stakeholders.
  • Advanced use of tools such as Microsoft Excel, Word, PowerPoint with working knowledge and experience with Microsoft Access an asset.

They possess a deep understanding of Indigenous Data Sovereignty and governance principles, and are committed to advancing equity through culturally informed and community-driven approaches.

With a proven track record in strategic leadership and project management, the candidate excels at leading complex initiatives from inception to implementation. They are adept at navigating political, community, and stakeholder dynamics, and consistently deliver results through effective planning, budgeting, contract management, and reporting.

Highly organized and accountable, the candidate operates both independently and collaboratively, demonstrating initiative and reliability as a self-directed team member. Their communication skills are exceptional, enabling them to engage diverse audiences, synthesize complex information, and present insights clearly and persuasively.

Technologically proficient, the candidate is experienced in using Microsoft Excel, Word, and PowerPoint to support data analysis and reporting.
