About the role

This position will interface directly with the Industrial Development teams to build and strengthen relationships with Canadian Suppliers. Additionally this position will work with the Industrial Development team to identify and capitalize opportunities to satisfy LM's Industrial and Technological Benefits (ITB) obligations in Canada.

This position plays a pivotal role in overseeing the lifecycle of supply chain and end-to-end operations. It orchestrates and optimizes the supply chain lifecycle from Industrial Development, to Procurement to Distribution and Sub-Contracting.

  • May manage subordinate teams overseeing sub-contractors or critical sub-contracted systems for all contract types and programs.
  • Directs and manages all costs, quality, schedule, financial and technical performance requirements that are levied on the sub-contractor or the product family and is required to ensure performance and support of the contract milestones of the system.
  • Develops sourcing and sub-contract program management strategic plans that address overall program capture needs and execution.
  • Makes decisions affecting the performance of the sub-contractor.
  • Establishes milestone objectives and manages performance to committed schedules and contractual specifications.
  • The role plays a pivotal part in ensuring seamless coordination from material procurement to final product delivery within production facilities.
  • The role is also responsible for assuring compliance with acquisition regulation throughout the Canadian Supply Chain.
  • Develops and executes strategic plans, fostering cross-BA integration, supplier relationships, enhancing process efficiency and focusing on optimizing processes and supply needs.
  • Responsible for the successful operation of activities of major significance to the organization. Rarely becomes involved in the daily operational activities. Is more concerned with developing and managing overall budgets, schedules, and performance standards for the organization.
  • Work is reviewed in terms of meeting the organization's objectives, schedules, and financial goals.
  • Establishes operating policies and procedures that affect organizational units. Interprets, executes, and recommends modifications to organizational policies.
  • Decisions would affect the financial, employee, public-relations posture, and operational performance of the company.
  • Erroneous decisions or recommendations would result in failure to achieve major and critical goals and objectives of the organization.
  • Any other duties, as required.

What you bring to the role

  • Qualification from an accredited university in a related discipline from a recognized institution, and/or equivalent experience / combined education, including extensive professional experience (at an expert level).
  • Qualification in purchasing and/or supply chain management.
  • In-depth understanding of supply chain principles, methodologies, and best practices.
  • Familiarity with industry-specific regulations, compliance requirements and emerging trends.
  • Significant experience leading, managing, developing and motivating multi-disciplinary commercial or contract management teams across multiple sites.
  • Significant experience in negotiation and resolution of highly-complex issues to achieve a positive, commercially- focused outcome.
  • Significant experience within a Public Safety, Intelligence, or Defence industry.
  • Significant experience working with Defence capability development processes and Defence acquisition practices.
  • Demonstrated ability to deliver against requirements, schedules, and budgets in a highly complex or high-risk environment.
  • Strong knowledge of Canadian Risk Management.
  • Strong knowledge of ISO 9001 (Quality Systems).
  • Significant experience with bids, proposal, and business development activities.
  • Significant experience drafting Request for Information / Quotes / and Tender artifacts.
  • Advanced understanding of the interactions between programs and the engineering disciplines, finance, commercial, support and quality areas.
  • Advanced understanding of the interfaces between Programs and the Systems Engineering Lifecycle.
  • Utilization of a range of Project Management tools and methodologies with a high degree of competence, including experience developing new program plans and delivery methods.
  • Current knowledge of export / import regulations.
