The Opportunity

Reporting to the Director of the Application Service Delivery in our Digital Platforms and Services branch, this position is the customer-facing point of contact between the Information Technology Division (ITD) and senior ministry officials.

As the Strategic Information Technology (IT) Portfolio Manager, your responsibilities will include:

  • Guide and counsel ministries in the preparation and validation of their IT/IM strategic plans by developing and building relationship partnerships and obtaining a thorough understanding of a ministry’s strategic direction and business priorities.
  • Guide and support your clients through all stages of the IT governance process.
  • Participate in IT governance project selection and prioritization processes. You will play a vital role as the escalation point for projects during the project lifecycle as an influential advocate.
  • Facilitate the engagement of the appropriate resources, including IT Sector partners, to ensure the ministry's business needs are addressed. Counsel and advocate on behalf of the ministry, current and new technology services that will address business problems, support the advancement of strategic plans and enable citizen-centric program transformation.
  • Monitor the health of the projects under your portfolio and play a vital role in escalating project concerns to IT Governance.
  • Contribute and collaborate in the development of frameworks for client services management, customer service level agreements, service offerings and the overall strategic direction for IT governance.
  • Promote customer advocacy throughout the entire service lifecycle and foster and develop a strategy for promoting a customer service culture across the entire SBP-ITD; meet with both internal and external senior-level staff on a regular basis to understand changes in business needs and identify any service delivery concerns and actively engage to resolve problems and mediate disputes by influencing the actions and behaviours of others to bring issues to resolution;
  • A leadership role in the customer ministry business application portfolio management. Aligning business needs with transformative change to maintain and modernize critical IT solutions required to ensure customer program delivery is successful.
  • Ensuring customer IT Service contracts are current and meet the needs of the ministries. Play a key guiding role for ministry customers in IT Service contract renewal and or procurement activities.

Our candidate of choice must have:

  • Knowledge of customer portfolio management and project management methodologies, processes, and techniques
  • Knowledge of strategic planning frameworks and processes.
  • Experience as a senior business manager.
  • An understanding of total cost of ownership and return on investment calculations, as well as business benefit realization tracking, and service demand management.
  • A results-focused attitude that drives deliverables across the finish line.
  • Ability to offer strategic and big-picture thinking in discussions and engagement with clients across organizations.
  • Ability to build rapport and establish constructive and collaborative relationships with clients, colleagues, and stakeholders.
  • Proven negotiation skills, with excellent problem-identification and problem-solving skills.
  • Previous experience with respect to customer contract management.
  • Experience working and operating in an environment with an annual fiscal planning cycle and understanding how fiscal planning cycles work.
  • Superior communication skills (oral, written, listening) with the ability to articulate information clearly and confidently and to translate business needs and proposals into a cohesive and compelling story.
  • Strong teamwork skills that promote trust, invite constructive feedback and encourage collaboration.
  • Capacity to manage a heavy workload; ability to balance competing pressures and prioritize tasks; and resilience to execute tasks and meet deliverables within tight timelines.
  • Ability to proactively address potential issues.

Typically, the knowledge and skills required to be successful in this position would have been obtained through the following:

  • Graduate degree from an accredited post-secondary education institution in Public Policy, Public Administration, Business Administration, English, or a relevant degree.
  • A Business Relationship Management Professional (BRMP) certification is considered an asset.
  • A Portfolio Management, Project Management Professional and/or Change Management certification will be considered an asset.
  • Three to five years of experience in project or portfolio management.
