About the role
Job Description:
On behalf of our public sector client, Affinity is looking for a Data Engineer to design and implement a standardized database for ingesting and storing water quality analysis results. The role will focus on developing a fully functional Power BI dashboard with interactive features, role-based access, and exportable views, supporting both internal reporting and potential public-facing visualizations. The engineer will also explore future integration with ArcGIS Web Maps for spatial analysis and advanced reporting. Deliverables include database schema design, solution documentation, dashboard development and testing, user training, and recommendations for GIS-based enhancements.
Responsibilities:
• Design and implement a database structure suitable for standardized ingesting and storing water quality data.
• Develop a fully functional Power BI dashboard, reviewed and tested by the Environment team.
• Ensure the dashboard supports:
o Drill-through and hover-over interactions.
o Role-based access for sensitive data.
o Exportable filtered views.
o Public-facing visualisation options (if applicable).
• Explore future integration with ArcGIS Web Maps for spatial analysis and advanced reporting.
Deliverables:
• Database schema and implementation plan.
• All related solution design documentation to be accepted by City of Surrey team during handover.
• Fully functional Power BI dashboard, tested and approved by the Environment team.
• Dashboard reference guide and user documentation.
• Training sessions for Environment team staff on dashboard usage and data entry.
• Recommendations for future reporting enhancements using GIS tools.

Implementing a water quality monitoring dashboard will provide multiple benefits:
• Support the design and development of a centralised database to manage water sample analysis results and enhance reporting and visualization.
• Public-facing reports can raise community awareness about stormwater quality and its impact on natural ecosystems.
• This initiative reinforces the City’s commitment to transparency and education, complementing public programmes such as Water Rangers, which engage residents in water sampling and environmental stewardship.
