About the Organization
The Dallaire Institute is the co-developer of the 2017 Vancouver Principles on Peacekeeping and the Prevention of the Recruitment and Use of Child Soldiers. As part of Dalhousie University, theDallaire Institute hosts a prestigious Tier 1 Canada Research Chair on International Peace, Securityand Children. The Dallaire Institute’s interdisciplinary and applied research advances innovative strategies for preventing the recruitment and use of children in armed violence.
Job Summary
Reporting to the Human Resources Manager, the Human Resources Officer is focused on the proper implementation and application of the Human Resources policies and procedures, including Dalhousie, the ones from the different Centres of Excellence and those in the HQ. This position provides operational support to Team Leaders / Supervisors. Coordinate and administer programs, projects, and processes in support of HR operational deliverables.
Key Responsibilities

Conducts and coordinates the recruitment and selection process; manages open positions in the applicant tracking system; advertises position openings; screens applications; defines selection criteria; organizes testing activities and interviews, facilitates interview panels, etc.

Compiles materials stored in electronic candidates and pool of talent files, ensuring all information is accurate and within Dalhousie’s and The Dallaire Institute retention schedule.

Supports the update and management of job descriptions and other HR-related programs and services, like Organizational Charts.

Execute the Performance Development Process and its stages, based on the current policy and procedure.

Ensures staffing and related activities comply with the collective agreement, legislation, and Dalhousie Grant-Paid Employees practices, as well as support applicable employment equity guides.

Onboarding, Induction and Integration processes execution and coordination.
Note
The successful applicant will be eligible for hybrid work (combination of in-person work on campus and remote work from within Nova Scotia) as agreed by all parties based on operational requirements and university guidelines.
Required Qualifications

Undergraduate degree, certificate or diploma (involving a minimum of two years of postsecondary study) with a focus in HR Management or related area from a recognized and accredited educational institution.

Minimum of two years of human resource generalist experience or recruitment experience.
-
Experience in multicultural contexts.

Proficiency in utilizing Microsoft Office products (Excel, Outlook, PowerPoint and Word), analyzing data, preparing ad hoc and standard reports, dashboards and metrics.

Ability to build effective partnerships and serve as a technical, solutions-focused advisor to clients.
-
Sound communication skills as evidenced by the ability to educate and influence a diverse range of stakeholders through written and oral communications.
Assets

Capability to plan, prioritize duties, and execute a project/initiative/ to successful completion.

Preference will be given to those candidates who possess a greater number of years of experience managing high-volume recruitment in a complex and/or unionized environment.
