The Tendering and Contracts Branch of the Department of Transportation and Infrastructure is seeking qualified candidates for the role of Services and Specifications Engineer.

Conditions of Employment:

  • Must be legally entitled to work in Canada

  • Bachelor’s degree in engineering (Civil Engineering preferred) with appropriate scope-of-practice in linear infrastructure such as highways, water related infrastructure, and/or bridges

  • Must be registered (or be eligible for registration) as a Professional Engineer with Engineers Geoscientists Manitoba

  • Must provide and maintain a satisfactory Criminal Record Check

  • Must possess and maintain a valid Class 5 driver’s license

  • Must be willing and able to travel within Manitoba as required

  • Must be able to work in an outdoor, rough terrain environment in both winter and summer in extreme weather conditions

Qualifications:

Essential:

  • Extensive experience in heavy civil construction principles and a thorough knowledge of specialized technical functions
  • Experience in conducting research, analysis, jurisdictional scans, and evaluation to solve problems and develop options and recommendations
  • Project management experience leading the design, development, implementation and evaluation of multiple projects and initiatives
  • Ability to lead a diverse workgroup in an environment of change
  • Excellent organizational and time management skills
  • Strong strategic thinking and decision-making skills
  • Effective interpersonal skills with the ability to foster collaborative working relationships with various internal and external stakeholders
  • Strong written communication skills with the ability to review and provide recommendation on tendering, contract administration and similar types of documents
  • Strong verbal communication skills

Duties:

Tendering and Contracts Branch specializes in tendering, procurement and contract services of large construction, maintenance and materials contracts, as well as consulting and professional services. The Branch establishes standard tendering and construction specifications and policies, directs contract negotiations and provides contract claim services to ensure the integrity, effectiveness, consistency and timely delivery of the capital, preservation and maintenance programs for infrastructure.

The Services and Specifications Engineer is the technical expert that provides engineering support to the Services and Contracts Engineer with respect to tender and contract services, standardized tendering and construction specifications, and processing construction sub-contractor claims to ensure integrity, effectiveness and timely delivery of Manitoba Transportation and Infrastructures capital, preservation and maintenance programs.
