ABOUT THE ROLE

Reporting to the Manager, Tenant Services, is responsible for the delivery of property management functions including tenant relations and placement, and lease administration, in supporting Housing York Inc. in accordance with established legislation, Regional policies and procedures.

WHAT YOU'LL BE DOING

  • Supervises the tenant placement function and ensures timely screening, selection and placement of applicants within prescribed provincial/municipal guidelines to minimize vacancy losses.
  • Ensures the financial integrity by approving and monitoring allocation of vacant units to minimize vacancy/rent losses. Ensures rent geared-to-income rates are calculated in accordance with rent calculation policies and procedures; rent adjustments are processed as necessary, and rents are collected and deposited within specified time frames.
  • Investigates and takes appropriate action to resolve rental arrears issues and lease infractions. Investigates and recommends legal action as required.
  • Participates on the Application and Transfer Review Committees.
  • Prepares legal documents to support cases being referred to the Landlord and Tenant Board, Provincial Court and/or Small Claims courts and represents the Region at hearings, as required.
  • Recommends policies, procedures and processes that promote safe and secure communities for tenants to enhance management and administration of the total housing portfolio.
  • Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
  • Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies.
  • Responds to customer enquiries directly and/or resolves difficult or highly sensitive complaints either verbally or in writing.
  • Participates or acts as a representative on various internal and external committees, task forces and focus groups, as directed.
  • Manages information in accordance with legislation and corporate standards.
  • Promotes the code of conduct, Regional values and HR policies with all staff of the section.
  • Performs other duties as assigned, in accordance with Branch and Department objectives.

WHAT WE'RE LOOKING FOR

  • Successful completion of a Community College Diploma in a related field or approved equivalent combination of education and experience.
  • Minimum three (3) years of related tenant, or business management experience, including a minimum one (1) year of direct supervisory experience.
  • Satisfactory Police Criminal Background Check.
  • Demonstrated knowledge of relevant program development, applicable legislation and industry standards, and current practices.
  • Demonstrated knowledge of relevant Standards, Acts and Regulations.
  • Ability to demonstrate the Region's leadership and core competencies.
  • Knowledge of social and community services available in the community.
  • Staff supervisory skills including knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation.
  • Demonstrated ability to prepare briefing materials and reports for submission regarding a variety of applicant, and tenant issues.
  • Valid Ontario Class “G” driver’s license free of serious offences under the Highway Traffic Act.
  • Ability to work outside regular business hours.
