Position Summary
The incumbent acts as the project management authority for facilities-sponsored projects within the Project & Service Management Office (P&SMO), ensuring adherence to enterprise delivery standards, governance, and reporting expectations under the shared services model. Strategic project prioritization is established collaboratively with Facilities leadership and senior stakeholders and approved through appropriate forums, while this role is accountable for delivery sequencing, resource planning, and execution across a diverse portfolio of projects, including capital and non-capital initiatives, facilities renewal efforts, and infrastructure-funded projects.
The role provides subject-matter expertise to support the successful delivery of projects involving building renovations, building systems upgrades, physical campus space planning, furnishings, and site-related improvements, ensuring projects are delivered in alignment with approved priorities, scope, budget, schedule, and quality standards.
This position does not include responsibility for ongoing facilities operations or maintenance, but instead focuses on the effective stewardship, coordination, and delivery of renovation and facilities-sponsored projects that contribute to a safe, functional, and high-quality learning and working environment for the College community.

Responsibilities

  • Leads and manages the Facilities project delivery team, including performance management, coaching, and workload assignment to ensure effective and timely delivery

  • Accountable for delivery sequencing, resource planning, and execution across a diverse portfolio of projects, including capital and non-capital initiatives, facilities renewal efforts, and infrastructure-funded projects

  • Acts as the project management authority for facilities-sponsored projects, ensuring adherence to enterprise delivery standards, governance, and reporting expectations under the shared services model

  • Evaluates, prioritizes, and assigns Facilities project requests based on scope, urgency, complexity, capacity, and alignment with institutional priorities

  • Oversees a diverse portfolio of renovation, improvement, and infrastructure projects, ensuring alignment with PMO standards, governance, and delivery practices

  • Manages resource allocation, timelines, and dependencies across the portfolio, acting as the primary escalation point for delivery risks and capacity constraints

  • Builds strong partnerships with Facilities, Finance, IT, Procurement, consultants, and vendors to enable coordinated project delivery

  • Provides governance oversight by reviewing and approving key project artifacts, including plans, schedules, budgets, risks, and status reports

  • Monitors project performance and financials, intervening as needed to address variances, risks, or delivery challenges

  • Oversees external consultants, architects, engineers, and contractors to ensure contractual compliance and delivery outcomes

  • Supports planning, intake, and initiation activities, including business cases, sequencing, resourcing, and high-level cost and schedule estimates

  • Ensures compliance with legislation, safety, accessibility, environmental standards, and College policies while continuously improving Facilities project delivery practices

  • Provides leadership and oversight for Facilities projects delivered through the shared services model, ensuring clear accountability, service standards, and alignment between client areas and the PMO

  • Supports the evolution and continuous improvement of the Facilities shared services delivery model, including intake, prioritization, resourcing, and governance processes

  • Leads effective change management and stakeholder communications to support informed decision-making and minimize delivery disruption

  • Provides hands-on delivery leadership during periods of heightened risk, complexity, capacity constraints, or transition to ensure continuity and successful outcomes

  • Supports audits, reporting, and management reviews by providing accurate, timely, and decision-ready information to senior leadership

Qualifications/Experience

  • A four (4) year degree, or an equivalent combination of education and related experience. Acceptable fields of study include: Engineering; Construction Management; Architecture, Architectural Technology or Building Science; Engineering Technician/Technologist

  • These Certifications & Professional Affiliations are considered assets: ASHRAE membership or professional qualification; IFMA membership or professional qualification; Project Management Professional (PMP) certification

  • A minimum of seven (7) years of progressively responsible, relevant experience which includes demonstrated experience overseeing the delivery of complex renovation, infrastructure, or building improvement projects, including both capital and non-capital initiatives, within large, multi-stakeholder environments

  • Experience with project planning, budgeting, forecasting, and delivery oversight, including multi-year planning and prioritization of work

  • Strong understanding of institutional space planning, functional programming, and design coordination within complex environments such as post-secondary, healthcare, government, or similar organizations

  • Sound knowledge of facilities-related legislation, codes, regulations, and standards, including building, fire, safety, accessibility, and environmental requirements as they relate to project delivery

  • Working knowledge of building systems and infrastructure, including HVAC, electrical, mechanical, plumbing, life safety, and building envelope systems, sufficient to support informed project oversight and decision-making (not operational management)

  • Experience managing and coordinating the work of consultants, architects, engineers, contractors, and vendors

  • Proven experience leading and managing teams, including work assignment, prioritization, performance oversight, coaching, and development; experience in unionized or multi-site environments is an asset

  • Strong stakeholder management skills, with the ability to communicate effectively with technical teams, business partners, senior leadership, and executive audiences
