Project Financial Control Officer (PFCO)

Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Provides financial planning, project cost control, and budget control by managing Ops-RT Finance Capital Budgets. Support Senior Project Financial Control Officers (SPFCOs) and coordinates financial, contract and administrative functions of Ops-RT capital projects.
What will I be doing? Functional/Technical
- Support SPFCOs to performs a variety of professional level accounting duties in support of assigned functional area such as accruals, account and sub ledger reconciliations, cost allocation (coding) and explanation of variance incurred costs vs. budget/forecast.
- Supports SPFCOs to develop, maintain and update budget and forecast requests, financial reports, and dashboards
- Support SPFCOs to maintain balances, and reconciles project accounts and records; prepares and maintains accurate project financial records and reports
- Gathers, compiles, interprets, analyzes, records, tracks, and reports financial data and transactions
- Ensures coding of all transactions is correct, ensures that proper codes/tasks are set up in Oracle and other financial systems
- Construction in Progress (CIP) capitalization, write-off and investigations
- Undertake ad-hoc projects and assignments
Customer/Stakeholder
- Coordinates with other internal disciplines such as Commercial, Procurement, Capital Finance, Controllership, Contract Administrator, Project Controls and Project Delivery Teams (PDT).
- Work alongside with Senior Project Financial Control Officers
Operational Excellence
- Establishes procedures and processes within the department consistent with company policy and good business practices
- Advises the Senior Project Control Officer of recommendations for policy/process and procedure improvements
- Support the development of Standard Operating Procedures (SOPs), job aids, process maps, and RACI for procedures and processes.
Financial Stewardship
- Develops, monitors and updates long-range capital program plans and budgets
- Monitors and updates the annual and ten-year capital planning budget
- Monitors contract cash flows and forecasts by project coordinators
- Participates in the development of potential financial and schedule alternatives for capital projects
- Support cyclical financial deliverables including month-end, year-end, quarterly forecast, and annual audit requests
What Skills and Qualifications Do I Need? Education: Completion of a degree in Accounting, Business Administration, Commerce, Economics or related discipline – or a combination of education, training and experience deemed equivalent
Experience: Demonstrated years’ experience in project management, cost control, budget control, and/or management
Certifications or Designations: None
Technical Competencies
- Budget, project schedule and forecasts, construction, contract administration, negotiations, and developing terms and conditions
- Project Management experience would be an asset
- Oral, written and presentation skills are essential to generate reports and make presentations to Senior Management or equivalent level
- Experience with Ecosys, Unifier, and Oracle EBS is an asset
