Overview As a modern, progressive regulator, the OEB needs the systems to innovate and prepare for the changing needs of an evolving energy sector.
The Business Operations Optimization and Systems Transformation (BOOST) Program is a multi-year initiative that is modernizing the OEB’s adjudicative and non-adjudicative systems, especially its case management system. The legacy system is based on customer relationship management software that was first adopted in 2007. Under BOOST, this will be replaced with a modern system that increases the usefulness of the data we collect, better secures information and files, increases process efficiency, and paves the way for future improvements. MS Dynamics has been selected as the platform the new system will be built on.
The Director, BOOST, will provide hands-on leadership to set up Program strategy, drive technology implementation, and guide the organization through change. Reporting to the Chief Operating Officer, this role will need to integrate within a highly collaborative organization, partner with individuals at all levels and functions – including executives, senior leaders, individual contributors, and vendors – and transform the OEB’s systems.
Responsibilities
- Build trusted relationships and collaborate with sponsors, business partners, IT, and staff across the organization
- Lead procurement and contracting to select a system integrator; manage vendor performance to ensure deliverables are on time, on budget, within scope, and meet quality standards
- Maintain strong program governance by briefing executives and the Board, seeking input, and responding to direction on program priorities and risks
- Develop, execute and maintain agile program and project plan
- Identify and address program challenges, issues, and risks, escalating when necessary
- Plan and manage resources, anticipate risks, and implement contingency plans
- Balance strategic objectives with hands-on execution as needed
- Partner with IT to ensure integration between business and technology work streams
- Embed change management into program execution, ensuring organizational changes are planned, communicated, and measured.
Qualifications
- University degree in Computer Science, Business, Engineering, or related field10+ years’ experience in project management (including agile), process management, and/or team leadership
- Proven track record leading major IT projects
- Strong ability to influence, build relationships, and collaborate across teams and stakeholders
- Graduate degree, PMP, or other professional designation considered an asset
- Knowledge of regulatory processes and/or experience in the energy sector is an asset
- Proficiency in Microsoft Office (Word, Excel, PowerPoint), Teams; experience with MS Dynamics is an asset
