Job Summary Working closely with the Director, Emergency Management and Continuity Planning, the Manager, Emergency Management and Continuity Planning is responsible for leading two divisions focused on developing, promoting and managing University-wide programming to anticipate, identify, and mitigate institutional risks arising from emergencies and operational disruptions, with the aim to protect the safety, operations, and resilience of UBC members and the community at large.
This position provides guidance, leadership and expertise in the administration of emergency management and continuity planning programs to facilitate compliance with provincial regulatory requirements, including the Emergency and Disaster Management Act, and conformance with established emergency management standards and best practices. The Manager is responsible for leading the development of policy, programs and frameworks to ensure the campus readiness posture and institutional resilience. Their responsibilities include preparing and presenting reports related to emergency response and continuity planning and capability assessments for the Director, Emergency Management and Continuity Planning and the Emergency Preparedness Steering Committee.
The position will work with campus stakeholders at the senior levels as well as local, municipal and provincial emergency response organizations to functionally align and implement emergency management and continuity planning practices and systems. The Manager develops a comprehensive understanding of the campus culture, including a deep understanding of the diverse environment, organizational structure, and applicable legislative and regulatory processes and applies this knowledge to strengthen the emergency preparedness and continuity planning across the University community.
Organizational Status This position reports to the Director, Emergency Management and Continuity Planning and works closely with senior level positions within the University. The Manager will build and maintain effective working relationships with UBC Okanagan, the University Neighbourhoods Association and key external agencies including Metro Vancouver Regional District, City of Vancouver, Musqueam Nation, the University Endowment Lands, RCMP, Vancouver Fire and Rescue Services, BC Ambulance Service and UBC Hospital.
Work Performed Provides strategic leadership and expertise to the emergency management and continuity planning functions within UBC; plans, directs, and oversees emergency management systems, ensuring alignment with UBC policies, procedures, and best practices, and compliance with all applicable regulations.
- Hires, trains, evaluates, develops and directly manages Emergency Management and Continuity Planning Advisors and Associates (M&P)
- Develops reports for the Director, Emergency Management and Continuity Planning, Emergency Preparedness Steering Committee and University Leadership as required
- Promotes and fosters an emergency management culture throughout the university community
- Responsible for leading the development, promotion and management of complex University-wide programming to anticipate, identify, evaluate and control emergency management and continuity-related policies, procedures, frameworks, standards, and tools, in collaboration with internal and external partners.
- Act on behalf of UBC in interactions with relevant regulatory agencies.
- Builds consensus and promotes practices and procedures to support operational goals and needs while assisting compliance with all applicable regulations and legislation, including Emergency and Disaster Management Act and other applicable regulatory agencies.
- Responsible for overseeing administration of University-wide emergency management (e.g. seismic response, evacuation planning, wildfire management) and Continuity Planning strategies (campus critical asset identification, business resilience strategy development, crown jewel protection), ensuring alignment with the SRS, VPFO priorities, Campus & Community Planning, and other UBC Strategic Plans.
- Responsible for providing leadership and direction to a team of emergency management and continuity planning advisors and associates tasked with developing and administering emergency response plans, risk mitigation strategies and resilience initiatives across the University.
- Responsible for advising institutional leaders on the identification of significant risks arising out of emergencies and operational disruptions and developing strategic objectives and targets to reduce these risks.
- Responsible for promoting awareness of risks through available communication channels,
- Provides guidance, support and advice to departmental and faculty leadership regarding emergency preparedness, business continuity panning, risk mitigation strategies and response coordination to strengthen institutional resilience.
- Works with UBC leaders to increase emergency preparedness and continuity planning awareness and integration into daily processes including but not limited to participation in working groups, committees or other events.
- Responsible for managing the development of coherent, integrated emergency risk assessment and continuity planning strategies, ensuring alignment between hazard risk vulnerability assessments, response capabilities and institutional recovery objectives.
- Oversee and coordinate development and maintenance of Emergency Management and Continuity Planning Systems, frameworks and performance measures as needed to ensure overall program alignment with identified, relevant standards and regulations.
- Maintains ongoing knowledge of changes to applicable emergency management legislation and emerging issues/trends in emergency management systems concepts, and analyses and communicates the impacts to affected groups.
- Responsible for designing, participating in and consulting on program-specific training, risk assessment programs and special initiatives as needed
- Oversee and coordinate development of emergency preparedness evaluation, exercise and after-action review processes as needed to ensure continuous improvement and institutional readiness across community.
- Provide operational leadership and subject matter expertise to the Emergency Preparedness Steering Committees and other institutional governance groups responsible for emergency management and continuity planning oversight.
- Advise on institutional emergency management and continuity planning policies, standards and procedures to ensure alignment with the Emergency and Disaster Management Act and other applicable regulatory requirements.
- Support and align division processes with departmental and institutional strategic plans for continual improvement.
- Performs other related duties as necessary in keeping with the requirements and qualifications of the job.
Consequence of Error/Judgement
Under supervision of the Director – Emergency Management and Continuity Planning, this position is responsible for successful operation of two divisions emergency management and continuity planning. This position facilitates institutional conformance and compliance to Federal, Provincial and municipal emergency management legislation, including the Emergency and Disaster Management Act, and applicable UBC and SRS standards, policies and guidelines. Inadequate emergency management and continuity planning systems, plans or capabilities could result in serious safety, environmental, financial and reputational impacts to faculty, researchers, staff, students and visitors to the University, as well as disruptions to academic, research and operational activities. Failure to comply with applicable legislation and regulatory requirements could involve the legal accountability of officers and administrators of the University and damage to the reputation of the University.
Supervision Received Works in full latitude within an established mandate. Work is subject to periodic review and consultation by the Director – Emergency Management and Continuity Planning to determine that the quality and quantity of Work Performed meets established program objectives. The position will keep the Director – Emergency Management and Continuity Planning informed of ongoing activities and will consult with the Director – Emergency Management and Continuity Planning on major problem areas or deviations from established program objectives.
Supervision Given This position is responsible for direct supervision, including hiring, performance evaluation, discipline and termination of Emergency Management Advisors and Associates. This position will provide functional supervision to faculty, staff and students to ensure conformance to institutional & regulatory standards, and provides technical direction, training and advice. In emergency situations, provides management and supervision to Emergency Operations Centre members (which includes Heads of Units).
Minimum Qualifications Undergraduate degree in a relevant discipline. Minimum of six years of experience including at least four years in an area of specialization as well as management experience, or the equivalent combination of education and experience.
Certification and/or extensive training in Emergency Management and a minimum 5 years’ experience delivering comprehensive emergency management programming.
