Job Description:
Purpose of Position:
The Senior Manager, Applications is accountable for leading the strategy, delivery, and sustainment of enterprise applications, ensuring alignment with FSRA’s business goals, digital modernization roadmap, and technology standards. The role provides strong leadership in IT–business relationship management, technical project delivery, and continuous improvement of application services.
Key Responsibilities
- Serve as the primary technology partner for business units, ensuring application roadmaps align with organizational priorities and regulatory mandates.
- Build and maintain strong, proactive IT–business relationships, fostering transparency, trust, and shared accountability for delivery and outcomes.
- Manages the delivery of Applications and services, including large-scale projects involving the development, integration, enhancement, maintenance of production systems and services; ensuring consistency with overall IT department performance measures, standards, and best practices and integration with overall FSRA directions.
- As part of the management team, supports FSRA leadership in formulating strategy and developing tactics and provides leadership in executing programs or services to deliver on strategy and tactics.
- Lead end-to-end delivery of application solutions, including development, integration, modernization, and lifecycle management across cloud and on-premises environments.
- Oversee technical project management for major initiatives, ensuring adherence to scope, timelines, budgets, and quality expectations.
- Provides program/service expertise and advice to FSRA management and staff in response to operational or program issues and advice regarding software solutions impacting the achievement of department and FSRA directions; providing evidence-based recommendations for problem resolution and improvement to methods to deliver programs and services.
- Manages the unit and its staff to support an environment and culture of service excellence which respects diversity, encourages all employees to work together to achieve results and contribute to a healthy, rewarding and productive working environment where personal and team accountability are key to meeting the mandate of FRSA. Accountable for hiring, orienting and training of staff, determination of performance standards and conduct of performance reviews, and managing employee relations matters.
- Works with the Director in operational planning, development and reporting on performance metrics, program effectiveness, risks and impacts related to unit, section and department matters.
- Supports critical change and a new collaborative, forward thinking culture within the unit, and works with others to achieve this across the section or department.
- Oversee portfolio planning, prioritization, budgeting, and resource allocation in alignment with organizational strategy.
- Lead risk identification, mitigation, and reporting across application delivery and operational support.
- Ensure compliance with regulatory, security, audit, and privacy standards relevant to FSRA
- Develops and manages relationships and consultation with stakeholders impacted by unit programs and operations to discuss and clarify program or service-related issues and needs.
- Works in collaboration with colleagues on section department priorities for FSRA.
Qualifications
Education and Experience
- Bachelor’s degree in computer science, Information Management, or related field; equivalent experience considered.
- 8+ years of experience leading application development and support teams within medium to large organizations.
- Proven experience managing complex technical projects and delivering enterprise applications using modern engineering practices.
- Experience in regulated industries or public-sector environments is an asset
Knowledge and Skills
- Exceptional ability to build strong IT–business partnerships and act as a trusted advisor.
- Skilled in leading systems and applications development projects, or equivalent skills and experience.
- Skilled in modern technologies, platforms and methodologies, such as Agile, CI/CD, DevOps, RPA, Cloud (Azure), PaaS, SaaS
- Strong leadership skills with the ability to manage change, inspire teams, and introduce new standards, tools, and ways of working.

- Salary Range - $106,462 -$156,462 (Range will be determined based on the successful candidate's skills, experience and qualifications).
