Core Functions The Transitional Housing Program Administrator is responsible for the scheduling and planning of programming associated with the Transitional Housing Program, and the delivery of reintegration programming for multiple classes of clients. The incumbent, while working collaboratively with local Justice and Corrections staff, and key partners, will create a schedule of workshops, support groups and community-based services to address the needs of all clienteles.

Functional Responsibilities

  • Create and Oversee schedules for training, workshops and support groups for clients.
  • Organize client orientation sessions, identify new programming needs, monitor and assess the quality of programs and services.
  • Carry out intakes with clients, including completing the intake form, and getting the client to sign an undertaking to respect and comply with the code of conduct and policies when using and living in the Transitional Housing Units environment.
  • Collaborate with the Community Justice Officer (CJO), Community Reintegration Officer (CRO) and Community Justice Committee on client files and plan for transitional living.
  • Schedule and coordinate activities based on clients’ needs (wellness activities, etc.).
  • Meet and assist clients with issues related to their personalized plans.
  • Work with local community services, including Elders, to provide further support to clients.
  • Assist the Coordinator with the communication and enforcement of code of conduct and policies regarding the use of the Transitional Housing Units and environment.
  • Collaborate with local CMC (clinic) professional staff to provide medication to clients and to keep medication secure.

Interaction/Communication Responsibilities

  • Participate in planning meetings with the Coordinator and the Day/Night Managers to discuss operations and issues that may arise.
  • Collaborate with staff at homeless facilities on programming needs given some tiny homes are designated for homeless clientele.
  • Liaise with local community services such as healthcare, social assistance, housing, mental health or addictions.
  • Ensure liaison with family and friends in the community that may want to participate with clientele in reconciliation, as well as eventual reintegration.
  • Collaborate with local resources to use the land and culture to assist clients in their transitional journey.
  • Meet regularly with partners in a local hub collaborative delivery of services.
  • Collaborate with the police, the court and probation services on the monitoring of clients placed in the Transitional Housing Units and environment.
  • Carry out regular follow-ups (after 3, 6 and 12 months) with clients who have left the Transitional Housing Units and environment to check-in on their status and progress.

Administration And Reporting Responsibilities

  • Oversee and maintain paperwork contained within clients’ files including completion of programs and attendance, and on any incidents or issues that arise.
  • Identify training providers for appropriate training or education opportunities and maintain on up-to-date training database.
  • Work with the Coordinator to develop appropriate pamphlets, messages or other communications on services offered in the Transitional Housing Program.

Additional Responsibilities

  • Maintain up-to-date knowledge and skills in area(s) of responsibility.
  • Perform other duties as required.

Qualifications Education:

  • College degree in Social Work, Corrections, Justice Services, Counseling, or a related field.

Experience

  • Three to five years of relevant work experience.

Language

  • Fluency in English and Cree.
  • Fluency in French is an asset.

Knowledge And Abilities

  • Proven communications skills, oral and written.
  • Ability to work with deadlines.
  • Good program planning, organization and implementation skills.
  • Adaptability to work environments and multi-tasking skills.
  • Knowledge of Cree communities and cultural insights.
  • Experience in Frontline work with Cree children, youth or adults in programming.
  • Ability to work independently and in a team environment.

Additional Requirements

  • Typical office setting where there are no unusual physical demands.
  • Willingness to travel regularly.
  • Must undergo a background check.

The Cree Nation Government may, at its discretion, waive any or all of the aforementioned requirements if a suitable candidate who is a JBNQA beneficiary accepts to follow a training plan determined by the Cree Nation Government as a condition of employment.

The Grand Council of the Crees (Eeyou Istchee) represents the approximately 20,000 Crees of Eeyou Istchee. The Cree Nation Government exercises governmental and administrative functions on behalf of the Cree Nation. Both have identical membership, board of directors, governing structures and are managed and operated as one.
