About Us
The Ministry of Finance oversees taxation, revenue and government spending. The Ministry supports the Treasury Board and Minister of Finance by providing financial and administrative services and leadership to government ministries, agencies and the public.
Revenue Division administers and enforces consumption and other taxes that generate approximately $5B in revenue for the Government of Saskatchewan each year.
The Opportunity
Revenue Division is seeking a highly skilled and self-motivated individual to fill the key role of Tax Evasion Specialist. This position forms a critical part of the ministry’s Non-Compliance Response Team – a unit created to rapidly and vigorously address cases of high-priority, flagrant and active non-compliance with tax obligations. This team is at the forefront of driving impactful compliance strategies within the Revenue Division.

Reporting to the Manager of the Non-Compliance Response Team, you will make an impact by:
- Contributing to the development and implementation of new and innovative tax compliance programs, policies and procedures to help drive compliance across multiple tax statutes.
- Conducting tax audits and collection activities on provincial and inter-provincial businesses with the highest levels of risk and complexity, to uncover tax evasion schemes and underground economic activity, in order to secure compliance with provincial tax legislation.
- Collaborating with our intelligence and selection analysts and revenue investigators to select, plan, and execute audits and collection actions in a time-sensitive manner where businesses are engaging in tax evasion activities.
- Negotiating appropriate resolutions and achieving understanding with tax clients and their representatives who may be exhibiting behaviour that is difficult, confrontational or evasive in their approach.
- Identifying, researching and providing recommendations on creative approaches that address non-compliance with tax legislation and developing indicators to measure program results and evaluate program performance.
- Collaborating with a diverse group of partners and interested stakeholders (Canada Revenue Agency, Ministry of Justice, Sheriff Services, Collections and Investigations units) to ensure the maximum amount of coverage and minimize the duplication of work.
- Defending tax assessments or legal collection actions through the appeal or court process including preparing legal submissions, attending court and providing testimony, preparing disclosure packages and collaborating with justice officials.
- Delivering training and transferring knowledge about programs, policies and procedures to team members or across other work groups in the division.

- In-depth knowledge of generally accepted accounting principles and financial and managerial accounting methods.
- Advanced knowledge of auditing techniques and methods to plan and conduct audits and prepare supporting documentation and reports as well as a knowledge of accounting information systems.
- Advanced knowledge of legal collection methods and investigative techniques and the ability to gather intelligence or information from a variety of different sources.
- Knowledge of The Revenue and Financial Services Act, The Enforcement of Money Judgments Act, The Bankruptcy and Insolvency Act along with related consumption tax legislation and Revenue Division policies and procedures.
- Strong interviewing skills and techniques to obtain information from tax clients, their financial institution, their landlord or other third parties, or interested stakeholders in order to ascertain their financial position and to conduct or request investigations to protect the province’s revenue.
- Strong verbal and written communication skills complemented by strong listening skills to comprehend and communicate complex or specialized ideas to tax clients and their representatives or other stakeholders and colleagues.
- An ability to work both independently and cooperatively as a member of a high-performing team to establish, build and maintain positive professional relationships, balance priorities and execute on deadlines, goals and objectives.
- A high level of discretion and the ability to maintain confidentiality and secure tax client’s financial and personal information.

Typically, the knowledge and experience required to achieve the above is acquired through:
- A combination of formal education in business administration, such as a bachelor's degree in a relevant field, combined with work experience in a similar role;
- Knowledge of taxation and related compliance mechanisms, including current compliance trends and challenges, would be a definite asset;
- Experience using a variety of computer software applications such as Microsoft Office Suite (Word, Excel, PowerPoint and Outlook), as well as more specialized case / client relationship management software;
- An equivalent combination of education and experience
