About the role

Position Summary

Under the direction of the Director of Community Infrastructure, the Facilities & Public Works Manager provides leadership and oversight for Seabird Island’s growing portfolio of community facilities and public works operations, in accordance with organizational goals and infrastructure standards. This includes responsibility for over 21 buildings, roads, drainage, and other key infrastructure assets, ensuring they are safe, reliable, and support the health and cultural well-being of the community. The Manager leads a multidisciplinary team, including the Senior Public Works Maintenance Team Lead, Public Works Admin Team Lead, Fleet Manager, Sanitation Technicians, and Water Technicians. The role emphasizes staff and contractor coordination, project oversight, budgeting, reporting, and compliance.

What you'll do

Leadership & Staff Management

  • Lead, coach, and hold accountable the Senior Public Works Maintenance Team Lead, Public Works Administrative Team Lead, Fleet Manager, and assigned labourers.

  • Establish clear performance expectations and address performance gaps.

  • Foster teamwork, safety, and continuous improvement within the department.

  • Provide mentorship and build staff capacity in alignment with Seabird Island’s long-term plans.

Planning & Administration

  • Develop and manage the Facilities Department’s annual budget, including maintenance, fleet, and
    capital projects.

  • Maintain and improve the computerized maintenance management system (CMMS) or equivalent
    tools to track work orders, assets, and preventive maintenance.

  • Ensure accurate reporting to the Director of Community Infrastructure, Finance, and Chief & Council
    when required.

  • Prepare plans and policies that align with Seabird Island’s Comprehensive Sustainable Community Plan (CSCP), Tó-lstelómet Plan, and Strategic Plan.

Facilities Operations & Maintenance

  • Oversee daily and preventive maintenance of all Seabird Island facilities, as well as Public Works operations including roads, drainage, and related infrastructure.

  • Ensure timely response to maintenance requests and emergencies.

  • Manage vendor and contractor relationships; ensure work is delivered safely, cost-effectively, and to specification.

Other Duties

  • Additional responsibilities as needed to support the community and uphold our shared values.

Working / Special Conditions

  • Initial and ongoing employment is subject to submission of a clear Criminal Record Review Program Check to ensure the safety and trust of the communities we serve. This check will be conducted every five years.

  • Initial and ongoing commitment to the values and guidelines of Sq'éwqel (Seabird Island Band), including our policies, procedures, standards of practice, and laws, is essential. This commitment supports our collective work, the community, and the responsibilities of this role.

  • Must possess a valid class 5 driver's license and have access to safe and reliable transportation, insured for community-based use.

  • Flexibility in working hours may be required, including evenings and weekends, to accommodate the needs and schedules of events, meetings, and engagements. Employees will be given as much notice as possible to any changes in schedule.

What you bring

Qualifications

  • A combination of education and demonstrated experience in facilities management, operations, business administration, project management, or a related field.

  • Minimum 5 years of progressive leadership experience, including supervision of staff and contractors.

  • Experience with budgeting, administration, and digital tools required.

  • Technical certifications (e.g., building operations, trades) considered an asset but not required.

  • Experience working with Indigenous communities and understanding of Indigenous cultures, traditions, and contemporary issues.

  • Excellent communication and relationship-building skills.

Preferred:

  • Indigenous candidates are strongly encouraged to apply.

  • Lived experience as a member of a First Nations community.

  • Knowledge and understanding of Seabird Island’s culture, traditions, teachings, community dynamics.

  • Ability to respond quickly and professionally to community or colleague needs and inquiries.

  • Excellent writing, editing, and verbal communication skills.

  • Understanding of Indigenous cultures, traditions, and contemporary issues.

  • Experience working within Indigenous communities and applying culturally safe practices.

  • Understanding of intergenerational trauma and its impacts on Indigenous peoples and communities.
