Duties:
This position is responsible for providing leadership, expertise and recommendations in developing relationships and partnerships with Indigenous communities, Governments and NGOs on a provincial scale. This includes leading the development of policies or protocols relating to department mandates, organizing or providing training, assisting with recruitment and advising on engagement.
This position is provincial in scope and is responsible for leading Indigenous engagement for the COS. The incumbent may also be responsible for delivering resource management, public safety and enforcement programs. The incumbent will also act as a liaison for the COS on various boards relating to resource management, Land Guardians, and restorative justice.

Qualifications:
Essential:

Sucessfully completed a minimum two-year program from a university or college in resource management studies or environmental management studies or another field of study acceptable to the Chief Conservation Officer

Extensive experience in natural resource law enforcement and legislative compliance.
-
Experience planning, organizing, and delivering outreach activities with Indigenous communities
-
Knowledge of relevant legislation, Indigenous case law, departmental directives, and compliance policies.
-
Demonstrated political acumen and experience providing strategic advice to senior leadership on sensitive issues.

Excellent verbal communication skills
-
Strong written communication skills
-
Strong organizational skills with the ability to manage multiple priorities under tight timelines.

Strong interpersonal skills including the ability to build and maintain positive working relationships with a variety of stakeholders
Desired:
- Ability to recognize, assess, mediate, and resolve conflicts or stressful situations involving staff, resource users, and stakeholders.

Must have no criminal convictions for which a pardon has not been granted.

Must be able to successfully complete an approved Psychological Assessment.

Must possess and maintain a current valid 4F Manitoba Driver's Licence upon hire.

Must possess and maintain a current Cardio Pulmonary Resuscitation (CPR) certificate or an approved equivalent.

Must possess and maintain a current Standard First Aid Certificate or an approved equivalent.

Must be able to successfully complete the Physical Abilities Readiness Evaluation (PARE - exit level 4:45 min), Police Fitness Assessment (PFA - Field Version) or Winnipeg Police Service Physical Abilities Test (WPS-PAT - exit level 4:15 min). The Conservation Officer Service will accept successful PARE, PFA or WPS-PAT tests dated within six months prior to the application deadline. Must pass and maintain department approved firearms, defensive tactics and Emergency Vehicle Operation training and qualification

Must be eligible for appointment as a Conservation Officer.

Must be willing and able to work irregular shifts including: evenings, weekends, overtime, stand-by and attend to after-hours call-outs.

Must be willing and able to travel including overnight stays for extended periods of time.

Must be physically able to perform the duties of this position including: conducting outdoor investigations and patrols in adverse weather conditions, walking over rough terrain and carrying up to 100 lbs (45kg).
