Job Description
###POSITION SUMMARY
The Supervisor - Revenue and Disbursements is responsible for the organization and supervision of Accounts Receivable and Accounts Payable functions in accordance with the policies of the County and applicable legislation.
**Anticipated contract length - 6 months, or as extended **
###DUTIES AND RESPONSIBILITIES (not listed in order of priority)

Oversee all Accounts Payable and Accounts Receivable processes ensuring completion of processes in a timely and efficient manner.

Make recommendations and implement procedures to ensure adequate documentation and collection of all data necessary to meet reporting and audit requirements.

Identification and implementation of opportunities for process improvements.
-
Ensure internal controls are operating effectively.
-
Complete month end procedures that include HST remittance, upload of purchase card data and timely month end closing of accounts payable and accounts receivable sub ledgers.

Prepare monthly and year-end reconciliations to meet auditing requirements.
-
Provide supervision to Accounts Payable and Accounts Receivable staff in a manner that motivates, guides anddirects employees to the realization of departmental goals and objectives. Maintain a work environment that promotes staff participation, teamwork and positive labour relations.

Develop and maintain the staff scheduling, orientation and training programs and oversee the day-to-day activities of staff according to County policies and guidelines.

Assist in the recruitment, evaluation, and discipline of accounts payable and receivable personnel.

Provide input into the development and implementation of related policies and procedures.

Participate in committees as required.

Comply with provincial and County occupational health and safety legislation, regulations, policies and procedures.

Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act.

Perform other duties as assigned, including redeployment in emergency situations.

###EDUCATION, TECHNICAL SKILLS AND CERTIFICATION

Minimum of Degree or three (3) year Diploma with specialization in Accounting. This job may be considered for educational equivalency in accordance with County Policy.

Accounting designation in progress is preferred.

Financial software use within an ERP environment (i.e. SAP, RIVA, Profix)
-
Intermediate Excel, Reporting and Microsoft Office skills.
-
GAAP and PSAB knowledge.
-
Strong understanding of government policies and related legislation or initiatives and their significance and potential impact.
-
Internal control methodology.
-
Leadership and supervisory skills
-
Project management skills with the ability to plan, implement and complete solutions
-
Time management, organizational, prioritization and multitasking sills.
-
Communication and presentation skills.
-
Analytical abilities to identify areas to review and opportunitiesfor improvements.

Ability to understand the larger objective, understand the impacts of actions on the County’s or divisions objectives and goals.

Ability to work effectively within a team environment toward collaborative solutions.

Valid G class drivers license and access to reliable vehicle.

Criminal records check that is less than 6 months old at time of hire.
###EXPERIENCE
-
A minimum of five (5) years’ experience in progressively responsible accounting positions in a highly computerized, multi-discipline environment requiring transaction analysis, preparation of reports and financial statements, including two (2) years in a supervisory role.

Experience overseeing Accounts Receivable or Accounts Payable would beconsidered an asset.
-
Experience in the supervision of staff in a unionized environment and the administration of employment policies and collective agreements.

- Visual and mental effort required when reviewing data, troubleshooting, auditing, etc.
