POSITION: Data & Digital Lead
UNIT: Elgin Ontario Health Team (OHT)
STATUS: Temporary Full Time (Approximately October 6, 2025 to April 30, 2026; may end sooner or be extended)
SALARY: $50.61 - $59.21
(Hybrid – Elgin County)
The Elgin Ontario Health Team (Elgin OHT) is made up of organizations, clinicians, and community members working together to improve the health and wellbeing of the people of Elgin. Together, we are reimagining how to provide care in a more integrated, coordinated way that better serves and supports our community. We’re looking for a systems-thinker who has a passion for and understanding of primary care, population health, health equity, and quality improvement, with the ability to motivate others and work directly with clinicians and community members to impact change.
The Data and Digital Lead will play a key role in building the OHT’s capacity to make data-driven, equity-informed decisions and evaluate our impact. This position will lead the maturation, implementation, and ongoing refinement of the OHT’s performance measurement framework. The role will also act as a facilitator in the digital health space, bringing together OHT members, community partners, subject matter experts, and system leaders to advance data-sharing, privacy, and digital integration efforts. This position will work closely with the OHT staff team and report to the Executive Director.
WHAT YOU WILL BE DOING:

Lead OHT performance measurement and analytics: create dashboards, track indicators, and report on outcomes, access, equity, and efficiency

Co-design measurement strategies with partners and community representatives aligned to OHT priorities
-
Conduct population health and service utilization analyses to identify trends and gaps.

Facilitate development of data-sharing agreements, privacy discussions, and compliance with PHIPA/FIPPA
-
Engage with digital health subject matter experts to advance integration and interoperability of digital tools (e.g., EMRs, virtual care platforms, patient portals, referral systems)
-
Support adoption and optimization of shared digital assets across OHT members
-
Build data literacy among OHT partners and ensure equity-deserving populations are reflected in measurement and digital strategies
-
Provide analytic and digital insights to OHT governance tables, working groups, and funding applications
-
Stay current with provincial guidance, standards, and best practices to ensure alignment and compliance
-
Support capacity-building across members through training, knowledge exchange, and facilitation
-
Represent the OHT on relevant local, regional and/or provincial committees and working groups (e.g., Ontario Health West Digital Health Advisory Committee)

Other duties as assigned by the Elgin OHT Executive Director
WHAT YOU MUST HAVE:

Post-secondary degree in Health Informatics, Public Health, Health Administration, Epidemiology, Statistics, or related field (Master’s preferred)
-
Minimum of three (3) years' experience in performance measurement, health data analytics, or population health assessment
-
Proficiency with analytics/visualization tools (e.g., Power BI, R, SAS, SQL, Excel)

Experience with Ontario healthcare datasets and familiarity with provincial performance indicators
-
Strong understanding of privacy legislation (PHIPA) and digital health standards.

Strong time-management and prioritization skills to work with competing demands
-
Excellent communication, facilitation, and problem-solving skills; commitment to equity and continuous improvement

Ability to regularly attend work in accordance with the Attendance Support Program

Acceptable performance record that is aligned with STEGH values and Code of Conduct
WHAT WE PREFER YOU HAVE:

Resident of Elgin (St. Thomas or Elgin County) and/or strong knowledge of the Elgin community
-
Project or Change Management certificate (e.g. PMP)

Quality Improvement training and/or exposure (i.e. Lean Six Sigma)
HOURS AND WORKING CONDITIONS:
