Salary: Lands Officer I $25.03 - $27.70 per hour (CG-26), 35 hours per week. Lands Officer II $27.61 - $30.67 per hour (CG-29), 35 hours per week
The Crown Lands Division is recruiting for immediate and anticipated vacancies for Lands Officer I and Lands Officer II positions for various durations and locations. As a Lands Officer, you’ll be a first line representative, administering the province’s Crown lands and serving the public. You’ll review, register, and process various lands applications, helping ensure land is used responsibly and effectively. You’ll work both independently and with a supportive team to keep applications moving smoothly. At the Lands Officer II level, you’ll also lead the intake and assessment of all new applications, guiding the team and ensuring accuracy.
Crown lands in Newfoundland and Labrador are lands that are administered by the government, on behalf of His Majesty in right of Newfoundland and Labrador. Considered one of the oldest Divisions in government, the Crown Lands Division has administered Crown lands under formal legislation since the 19th century. The establishment of legislation and the Crown Lands Registry created a longstanding framework for the administration and record keeping of Crown land interests and remains a key piece of the provinces land tapestry. The majority of Lands Officers work in regional offices supporting clients and taking part in the initial processing applications for the use of Crown lands. Other Lands Officers may work in headquarters, located in Corner Brook, and are involved in title issuance, maintenance and other registry related duties.
Lands Officers assist with the allocation of Crown Lands by accepting, registering, and processing various types of applications and requests. In supporting this work, you will:
Provide technical information and guidance to the public regarding the acquisition, assign Crown lands for commercial, residential, and/or recreational purposes. Process correspondence, maintain Crown titles records, and act as a liaison with various government departments, industry representatives, and the public. Maintain and monitor the computerized Application and Crown Titles Tracking System (AMANDA) and related accounting systems. Conduct technical and complex Crown land investigations and prepare detailed written reports for supervisory personnel, particularly related to land tenure, payment information and legal considerations. Plot applications, land surveys, and Crown titles using digital mapping tools and Geographic Information Systems (GIS). Apply geographical and resource analysis, and legal document verification to support informed decision-making in land use and Crown land allocation. Perform other related duties as required.
Screening Criteria Your education includes completion of a Diploma in Resource Management, Geomatics Engineering, or Geographic Information Sciences, or an equivalent combination of training and experience. You will also demonstrate experience using Geographic Information Systems (GIS) and mapping products. Client service experience is considered an asset.
Assessment Criteria You bring knowledge of mapping, air photo interpretation, and Geographic Information Systems (GIS), along with an understanding of survey-related data and, as an asset, the Provincial Land Registries, Lands Act, and related legislation and policies. Working in a frontline service capacity, you provide professional and responsive customer service while communicating effectively with a diverse range of clients, including government partners and the public. You demonstrate sound critical-thinking skills, manage time and tasks efficiently, and apply professionalism and attention to detail in all aspects of your work. You are relationship-focused and thrive in a collaborative, team-oriented environment, building and maintaining effective working relationships to support land administration and service delivery.
