WORK MODEL: The successful contractor will be working remotely, though should be able to travel to the province of New Brunswick at least once a month throughout the project’s duration (unlikely for out-of-province contractors). Work must be done from within Canada at all times due to network and data security policies. Applicants must be authorized to work in Canada to apply (Canadian Citizen, Permanent Resident, etc.).Standard Hours of work are between 8:15 AM – 4:30 PM Atlantic Time, Monday through Friday excluding observed holidays.

PROJECT OVERVIEW
New Brunswick is undergoing a significant transformation, transitioning from various standalone hospital information systems to a unified, standardized, and integrated Clinical Information Solution (CIS). This transformation prioritizes the standardization of clinical practices province-wide, a crucial step toward achieving a unified provincial CIS. The focus is on identifying leading practices in patient care delivery and responsible health data management. Implementation of the CIS will modernize how care is delivered, enabling greater consistency, efficiency, and collaboration across the health system. Business Intelligence (BI) will serve as a foundational layer to ensure consistent, data-driven decision-making across clinical, operational, and administrative domains (i.e., across the health system).
We are seeking the services of two (2) Business Analyst – Data Engineer to assist with BI initiatives related to the standardization and implementation of the CIS.
DESCRIPTION OF SERVICES
The Department of Health (DoH) requires a Business Analyst – Data Engineer to support the CIS Program. The role of Data Engineer encompasses several activities to collaborate and facilitate work with stakeholders to plan and build a shared analytics space that reflects the needs of all teams. Engaging across planning and architectural data design decisions, this role will ensure requirements are integrated into how the environment is built and governed.
The Data Engineer will facilitate sharing data handling and modelling standards and will collaborate to create optimized extractions, transformations and loading of data, and will ensure documentation is maintained as the environment and planning evolves. This role will also support the development of tools and standard operating procedures (SOPs) to optimize the environment and provide visualizations and tools for decision-making and operational support.
The Data Engineer will be required to work closely with other team members, subject matter experts (SME), and clinical and health administrative stakeholders in synthesizing of requirements and design of objectives and key results (OKRs) and performance indicators. This role serves as a technical leader to drive the planning and implementation of the data ecosystem attached to the shared CIS.
With the guidance of the CIS Business Intelligence Lead, the Data Engineer will be responsible for collaborating with stakeholders to:
- Plan and create a data environment, including security protections, role-based access and robust infrastructure and tools
- Navigate and implement standard operating procedures for data management including data modelling, code optimization and peer review, and environment maintenance and monitoring
- Support work and provide technical perspective on data governance work and strategic planning
- Provide estimates and execute on work for implementation
- Foster and maintain close working relationships with the various lines of business to ensure the defined requirements and information technology requirements align
- Ensure data environment is ready to support BI outputs, tailored for different decision-making levels
The chosen individual’s work will be comprised of a mixture of steady state and project-based efforts.
Some after hours and weekend work may be required for the successful candidate, however, any overtime or work during non-business hours must be approved in advance.
Reporting Structure:
The successful candidate will report to the Business Stream Lead of the Clinical Information Solution Program.

MANDATORY REQUIREMENTS
– University degree in Information Technology, Health Informatics, Computer Science, or a related discipline, or an equivalent combination of relevant education and professional experience. (Yes or No)
– A minimum of ten (10) years of progressive IM/IT experience, including significant hands-on responsibility for data engineer or business intelligence developer in a cloud-based environment, supporting enterprise reporting or analytics solutions. (10 years+)
– Demonstrated experience working with healthcare data (hospital and/or community), at a multi-facility or enterprise level. (7 years+)
– The candidate must be available to start work on or about May 25, 2026. (Yes or No)
SCORED REQUIREMENTS
– Demonstrated experience collaborating with clinical, operational, and technical stakeholders to translate business needs into technically sound data engineering or BI solutions. (7 years+)
– Demonstrated experience designing, building, and operating modern data platforms that support enterprise reporting and analytics, including data warehouses or lakehouses using layered architectures (e.g., curated ingestion, dimensional models). (7 years+)
– Demonstrated experience working with CIS data structures and reporting environments, with sufficient understanding of clinical workflows to accurately interpret, validate, and troubleshoot data outputs. (7 years+)
– Demonstrated ability to implement data security and privacy controls, including role-based access, data masking, encryption, auditing, and privacy-by-design practices aligned with healthcare regulatory expectations. (7 years+)
– Demonstrated experience delivering data engineering and BI solutions within structured delivery environments (Agile/Scrum and/or Waterfall), clearly articulating role, scope, and outcomes. (7 years+)
– Demonstrated experience implementing data quality and reliability controls, including validation rules, reconciliation checks, anomaly detection, and data profiling to support trusted reporting. (7 years+)
