Project Manager - Infrastructure
About the role
Job Description On behalf of our public sector client, Affinity is seeking Project Managers for Infrastructure to work on a multi-year project to modernize the wide-area network by upgrading the existing fiber-based infrastructure and replacing aging optical transport and management systems to ensure long-term reliability, capacity, and security. The project is evaluating enhancements to augment the WAN with technologies such as SD-WAN and alternative connectivity options—such as internet, satellite, and cellular/5G—to improve resiliency and support remote or underserved locations. This work will document future requirements, develop a sustainable financial model, and support the procurement and implementation of a scalable, cost-effective next-generation WAN foundation.
Responsibilities
- Working with key stakeholders to ensure the project is aligned and supports the department’s strategic plan, priorities, and roadmap;
- Providing a broader view of technology changes and identifies strategic and organization impacts, including how the modernized IT solution will impact the delivery of programs and services;
- Understanding the overall program and service delivery in order to manage scope and dependencies and to lead, innovate, and adapt to a changing environment;
- Leading multiple cross functional teams and stakeholders, the project manager develops, implements, and maintains plans and structures for project governance, communication and decision-making;
- Defining project objectives and selecting the most appropriate path or planning in order to satisfy project objectives;
- Developing project requirements, scope, and deliverables and ensuring the appropriate approvals are in place before proceeding with the project;
- Support evaluation and procurement processes;
- Defining, estimating, and planning project tasks, resources, timelines, and milestones;
- Developing and implementing a project management and implementation strategy;
- Developing, maintaining, executing, and monitoring project plans;
- Developing and monitoring budgets, allocations, and/or expenditures;
- Identifying, documenting, reporting, and mitigating project risks and issues;
- Performing change management practices to achieve project deliverables;
- Managing the project communication and reporting process via status reports, meetings, and other methods, as required for monitoring and accountability purposes;
- Ensuring the completion and quality of project documentation, deliverables and obtaining the necessary signoffs;
- Providing change management and transformation change expertise;
- Ensuring an operational plan is established and approved, and transition the project to the appropriate Operational team within ITSS; and
- Completing other work as required by the Province.
Project Management Services
- Project Management activities including but not limited to:
– Leading/managing transformation initiatives within the scope of the project;
– Leading change management efforts which include identifying and assessing impacts to technology for program/service delivery;
– Conducting consultations;
– Facilitating and documenting key decisions;
– Communicating with key stakeholders;
– Project charter;
– Communication plan;
– Status reports;
– Schedule and resources;
– Project plan;
– Change requests;
– Risks and issues tracking log;
– Budget and financial plan;
– Lessons learned; and
– Operational hand-off documentation;
- Project stakeholder engagement to develop, implement, and maintain structures for project governance and decision-making;
- Procurement and contractual agreements for the systems;
- Procurement management;
- Work with the business analyst and project team on the development of project requirements, scope and deliverables and ensuring the appropriate approvals are in place before proceeding with the project;
- The successful Proponent will review the current environmental state, via both documentation and information gathering and document any actions required to support implementation of the components and services; and
- Other materials as required by the Province.
Qualifications
- A minimum of seven (7) years of demonstrated experience related to IT Enterprise Project Management managing large-scale and complex system or infrastructure projects that have organization-wide impacts in a government organization including how the modernized IT structure will impact the delivery of programs and services;
- Extensive network, server, and cloud infrastructure knowledge and minimum three (3) years managing projects implementing these technologies;
- Demonstrated ability to work in a dynamic environment, establish priorities, and meet tight deadlines; and
- Excellent verbal and written communication and presentation skills and the ability to engage and influence a diverse range of individuals and groups including, executives, managers, and subject matter experts.
For all Categories, the following experience is considered an asset:
- Previous experience working the Government of Prince Edward Island;
- Experience working with government organizations;
- Experience with MS Azure DevOps;
- Certification in project management;
- Experience in change management.
