The Ministry of SaskBuilds and Procurement, Information Technology Division supplies services to the public and other ministries that support efforts to build the economy and make a better life for all Saskatchewan people. The IT Project Delivery Office (PDO) within the Digital Solutions Branch is seeking a dynamic and highly motivated, innovative, and strategic professional to fill a permanent, full-time position of the Manager, IT Project Delivery.

The Ministry of SaskBuilds and Procurement, Information Technology Division supplies services to the public and other ministries that support efforts to build the economy and make a better life for all Saskatchewan people. The IT Project Delivery Office (PDO) within the Digital Solutions Branch is seeking a dynamic and highly motivated, innovative, and strategic professional to fill a permanent, full-time position of the Manager, IT Project Delivery.

Reporting to the Director, IT Project Delivery, you will be responsible for leading and supporting a team of Senior Project Managers. In this role you will:

  • Allocate and optimize resources, including personnel, budget, and technology, to support project execution.
  • Manages the IT portfolio of projects, develops, and sustains the ministry-wide project management framework and capability, and ensures the projects adhere to standards, policies, and processes at the Ministry.
  • Ensures that IT projects across the ministry are executed effectively and efficiently with a consistent approach.
  • Leads a team of senior staff and consultant Project Managers, improves the delivery of projects by applying project management best practices, providing leadership and coaching to team members and supporting their ongoing development.
  • Leads the planning and implementation of various-sized technology-related projects and service requests, which may involve developing business cases and project plans, determining resource and cost estimates, managing requirements and scope, facilitating testing efforts, and monitoring and reporting on project progress.
  • Provides day-to-day coaching, advice, and proactive analysis to ensure the PMO project portfolio is successfully delivered within approved time frames, budget, scope and quality.
  • Provides project management expertise to senior managers and SBP staff in the areas of project planning, risk management, communications, financial management, time management and stakeholder consultations.
  • Establishes, maintains, and governs project management methodology and project templates.
  • Oversees adherence to project management methodology, standards, and appropriate completion and control of documentation and deliverables.
  • Oversees the development of, and provides, accurate and timely ongoing project and portfolio level reporting for the organization.
  • Establishes a framework to maintain alignment with executive governance committee portfolio processes and reporting.
  • Ensures effective governance of projects and management of risks, with overall responsibility for the successful delivery of IT initiatives and projects by driving continuous improvement in the project management practice.
  • Develop reporting mechanisms and dashboards to provide regular updates to stakeholders on project progress, status, and key metrics.

You will have:

  • In-depth knowledge of project management methodologies, tools, and best practices.
  • Excellent communication and interpersonal skills, with the ability to effectively engage and influence stakeholders at all levels.
  • Strong leadership skills with the ability to inspire and motivate a team.
  • Solid understanding of IT infrastructure, software development lifecycle, and emerging technologies.
  • Proficiency in project management software and collaboration tools.
  • Experience in client facing roles and in communicating with stakeholders to identify and define requirements, scope, and objectives for projects.
  • Experience with Microsoft Project and Project Online.
  • Knowledge of Organizational Change Management principles.
  • A client-centered perspective to your work.
  • Proven ability to work with a variety of internal partners, external stakeholders to achieve project deliverables.
  • Experience and having worked within the public sector environment is highly desirable.

The ideal candidate will have outstanding organizational, interpersonal and communication skills; extensive knowledge and experience in project management planning at a senior level within a complex work environment, the ability to think analytically and creatively to support the Division’s strategic and operational plans; the ability to work effectively and collaboratively with the Ministry’s staff at all levels; and the ability to model the Government of Saskatchewan’s cultural values of Respect and integrity, Excellence and Innovation, Citizen Centered Service and a One-Team approach.

Typically, the knowledge required for this position would be obtained through the successful completion of a degree in Computer Science, Engineering or Information Technology combined with a professional Project Management (Prince2, PMP) designation and further supplemented with several years of IT Project Management experience in a leadership role. Additional certifications in change management, business analysis, and IT service management (e.g., PROCI, CBAP, and/or ITIL) is an asset. An acceptable combination of education and experience may be considered.
