The role
The Senior Advisor, Indigenous Consultation and Engagement plays a central role in supporting Alto’s understanding and implementation of Canada’s Duty to Consult on a complex, multi‑jurisdictional major infrastructure project. The role is responsible for building and sustaining strong, long‑term relationships with Indigenous communities and for implementing engagement activities that support corridor refinement, Indigenous participation in Environmental Field Studies, and the Impact Assessment process for a large‑scale linear project.
The position supports meaningful Indigenous participation throughout major project planning and development and contributes to Indigenous procurement, economic reconciliation, youth engagement, and urban Indigenous engagement initiatives along the Quebec City–Toronto corridor.
The responsibilities
Indigenous Consultation and Engagement
- Lead consultation activities related to Canada’s Duty to Consult for a major infrastructure project, including activities required under the Impact Assessment process.
- Build and sustain long‑term, trust‑based relationships with Indigenous communities, leadership, and organizations affected by a large‑scale corridor project.
- Support meaningful Indigenous participation throughout major project phases, including planning, studies, and engagement activities.
Corridor Refinement and Impact Assessment
- Lead Indigenous consultation activities for a major project’s Impact Assessment, including coordination, documentation, tracking, and alignment with regulatory requirements.
- Facilitate Indigenous input into corridor refinement for a major linear infrastructure project, supporting planning, routing, and technical studies.
- Coordinate First Nation participation in Environmental Field Studies, including planning, community involvement, and follow‑up with internal teams and technical consultants.
Procurement, Employment and Training
- Lead internally and support Indigenous procurement, employment and training for a major project by advancing opportunities for Indigenous businesses, employment, and community economic participation.
Coordination and Reporting
- Coordinate Indigenous engagement activities for a major project with internal teams, technical consultants, and project partners.
- Prepare briefing notes, summaries, and reports related to Indigenous engagement and consultation activities for a major infrastructure project.
The requirements
- Post‑secondary education in Indigenous Studies, social sciences, public policy, or a related field, or an equivalent combination of education and experience.
- Minimum 7 years of experience supporting Indigenous engagement, consultation, or regulatory processes on major projects, including Environmental Field Studies or impact assessment activities.
- Experience supporting or implementing engagement activities across multiple workstreams on large or complex projects.
- Strong communication, organizational, and coordination skills.
- Knowledge of Indigenous governance, consultation practices, and community priorities.
- Proficiency in English or French; bilingualism is an asset.
- Ability to travel as required.
