Qualifications

MINIMUM FORMAL EDUCATION/TRAINING:

  • University degree or college diploma in Computer Science, Information Technology required, or related discipline, or equivalent combination of education and experience.
  • ITIL certification (Foundation minimum).

EXPERIENCE:

  • Minimum 5 years of professional software development experience, with demonstrated delivery in higher education environments required.
  • Demonstrated experience developing and supporting integrations Microsoft Power Platform; best practice governance standards; RESTful APIs, and 1EdTech APIs (e.g., EDU‑API, LTI Advantage (LTI 1.3) is required.
  • Experience delivering production systems in complex higher education environments is required.

  • Receptivity to feedback is required.
  • Strong collaboration and problem‑solving skills are required.
  • Proven ability to lead technical work and mentor developers is required.
  • Strong understanding of software lifecycle, integration patterns, and cloud platforms is required.
  • Ability to translate complex technical concepts for non‑technical stakeholders is required.
  • Satisfactory work record, including satisfactory attendance and punctuality, is required.

Key responsibilities

  • Leads the technical design of software solutions supporting academic systems and workflows.
  • Translates functional requirements into well‑structured, supportable technical designs.
  • Designs application, integration, and data components using standards‑based approaches.
  • Evaluates solution options for feasibility, risk, sustainability, and alignment with institutional standards.
  • Provides authoritative technical guidance to project teams and stakeholders.
  • Leads and contributes directly to software development using: Microsoft Power Platform (Power Apps, Power Automate, Dataverse); RESTful APIs and Microsoft Graph; 1EdTech standards, including EDU‑API; LTI Advantage (LTI 1.3, Deep Linking, Names & Roles, Assignment and Grade Services)
  • Performs code reviews to ensure quality, security, and maintainability.
  • Oversees integration with learning management systems and core institutional platforms.
  • Troubleshoots and resolves complex technical issues.
  • Ensures solutions meet requirements for availability, performance, security, privacy, and accessibility.
  • Applies ITIL practices to incident, problem, and change management within the supported solution space.
  • Leads technical planning for deployment, monitoring, and operational hand‑off.
  • Identifies and addresses technical debt and sustainability risks.
  • Supports continuous improvement through retrospectives and post‑incident reviews.
  • Provides technical mentoring and guidance to developers and technical staff.
  • Shares best practices, patterns, and reusable components.
  • Contributes to the development of standards and guidelines within the unit.
  • Collaborates effectively with architects, analysts, instructional designers, and vendors.
  • Identifies opportunities to improve development tools, processes, and practices.
  • Maintains current knowledge of higher‑education digital learning technologies and standards.
  • Tracks advancements in Microsoft Power Platform and interoperability standards.
  • Participates in communities of practice and professional development activities.
  • Other duties as assigned.
