Job Function
The candidate wilhl take ownership of all Category Management Operations required by their client groups and implementall policies and Procedures for Sourcing, Purchasing, Accounts Payable and Customer Service. The Candidate is key to leveraging the Service Level Framework and management of service delivery with outsourced service providers. The Candidate will take ownership of increasing value realization and will focus on driving value for money to our customers and shareholders. Support the Director, Supply Chain Sourcing in effectively planning, managing, monitoring and controlling the execution of all end-to-end Supply Chain functions to service their designated lines of businesses. Conduct market & cost intelligence on key suppliers; establish a robust supplier and performance standard data set for the critical materials utilized in the Corporation. Establish the supplier selection criteria to be used in evaluating RFx bids. Represent the Corporation in strategic alliance supplier relationships and Utilities forums, consistent with Supply Chain goals and strategic objectives
General Accountabilities

Continue the development and implementation of a well-defined sourcing program

Conduct and refresh a detailed spend analysis on a periodic basis
-
Review the forecasts and establish demand plans that enable supply chain to be fully prepared to support all upcoming purchasing activities
-
Identify supply chain risks, both internally and externally, and establish mitigation plans
-
Structure and execute thorough bidding events; concentrating on expanded supplier pools, stakeholder interests, market dynamics, and cost savings
-
Conduct all bidding events and supplier relationships with strict confidentiality and adherence to Hydro One's ethics code and policies
-
Continue to utilize and enhance data based scoring systems for bid award recommendations and supplier performance evaluation
-
Understand all relevant market factors (macro-economic, cost indices, constraints) and how to account for them within supply chain strategies
-
Maintain compliance with all regulatory requirements (both internal and external), policies, and procedures
-
Interact with and understand the needs of the other business units and stakeholders in order to offer timely and value added solutions
-
Understanding of the technical components and operations of a Transmission and Distribution business
-
Ability to create and implement ideal contracting strategies including EPC, EPCM, Lump Sum, T&M, Open Book and Target Pricing approaches
-
Develop negotiation strategies and conduct negotiations utilizing data based arguments and win-win techniques
-
Constantly research and benchmark supplier rates to ensure customers receive the best rate on materials, equipment and services
-
Act and ensure ownership, management, continuous improvement and optimization of process, procedures and policies
-
Develop and execute the sourcing methodology that will be leveraged in support of centralizing spend, and that can be leveraged in support of decentralized spend. The methodology must provide direction to category managers using sound principles and approaches in establishing strategic suppliers. Provide further direction in effective management of decentralized spend

Establish an Aboriginal Procurement program consistent with the Company goals and strategic objectives

Develop and maintain an intelligence network regarding key industry suppliers' materials and service to best position Hydro One in realization of optimal RFx proposals
-
Establish standards, protocols and processes with Inspections team to ensure suppliers are held to high standards in the qualifications process
-
Develop supplier contract renewal program, and review strategic RFx's for partnerships with suppliers.

Provide leadership and direction to outsourced service provider to ensure process and procedures are followed
-
Participate in meeting legal, regulatory and Bill 198 requirements by developing information related to Supply Chain strategies, policies and service standards, as required to support submissions to the Regulator.

Leverage Service Level Framework, manage service delivery with outsourced service providers. Ensure timely and flawless delivery of services, establish and manage oversight of service delivery - Establish outsourced service provider to SLA targets. Propose and update SLA's and targets as work program evolves.

In a highly timely fashion identify areas of challenge and issues.

Work with outsourced service provider to develop actions and resolve challenges and issues promptly and continue to maintain high standards of service delivery and prevent 'down time'

Work proactively with team to identify and monitor potential issues and take appropriate actions as required
PROVIDE LEADERSHIP TO SUPPLY CHAIN IN SUPPORT OF OPERATIONAL EXCELLENCE

Lead in translation of corporate and organizational goals for the Supply Chain organization

Provide leadership in supplier performance management

Establish standards for the development of programs and initiatives and ensure staff have the knowledge and capabilities to deliver
