About the role
Reporting to the Vice President, Engineering and Asset Management, the Director, Asset Strategy and Maintenance is responsible for the development and execution of Toronto Hydro’s strategic asset management plans and continuous improvement of the asset management system. This role supports asset investment decisions and regulatory filings and ensures expenditure plans are designed and governed to achieve desired organizational outcomes.
Managing a team of leaders and technical professionals, the Director continuously enhances Toronto Hydro’s asset management strategies and oversees the development and execution of the utility’s comprehensive Distribution System Plan. This includes directing system modeling, asset analytics, and decision-support tools such as Copperleaf C55, asset condition assessment, predictive performance modeling, and scenarios analysis. The Director also oversees core asset management functions—maintenance planning, asset records, and the corrective work request desk—and plays a central role in coordinating innovation initiatives related to grid modernization and asset management.
A key aspect of the role involves leading the development and defense of Toronto Hydro’s five-year Distribution System Plan as part of the utility’s rate-setting applications before the Ontario Energy Board. This includes authoring regulatory evidence, providing oral testimony, and ensuring investment plans are technically sound, defensible, and aligned with licensing requirements and service conditions.
The incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro.
KEY RESPONSIBILITIES:

Lead the development and execution of Toronto Hydro’s strategic asset management plan, ensuring alignment with corporate objectives, regulatory requirements, and long-term grid modernization goals.

Oversee the integrated investment planning process, coordinating input from planners and stakeholders to produce a unified 5-10-year expenditure plan and supporting the development of the Distribution System Plan (DSP) for rate filings.

Oversee critical inputs to the investment planning process, including asset condition assessment, risk assessment, and performance analytics to inform investment prioritization and grid health and modernization strategies.

Serve as the integration point across operations, aligning short-term maintenance and investment activities with long-term asset strategies and governance, to ensure cohesive capital planning and delivery from end to end.

Oversee core asset management functions including maintenance planning, asset records services, and corrective work requests, ensuring operational effectiveness and data integrity.

Guide the development and application of decision-support tools such as Copperleaf C55, predictive modeling, and scenario analysis to enhance investment planning and asset performance insights.

Drive continuous improvement in Toronto Hydro’s asset management system in alignment with industry best practices and leading frameworks such as ISO 55001.

Lead the preparation and defense of regulatory filings, including authoring evidence, responding to interrogatories, and providing oral testimony before the Ontario Energy Board.

Translate strategic asset plans into executable programs, aligning with corporate budgeting and business planning cycles and ensuring delivery of measurable outcomes.

Coordinate innovation initiatives related to asset management and grid modernization, fostering cross-functional collaboration and continuous improvement.

Provide leadership and direction to a multidisciplinary team, promoting a culture of safety, accountability, and professional development.

Monitor departmental performance, drive continuous improvement, and ensure alignment with corporate scorecards, KPIs, and service standards.
REQUIREMENTS:
- Bachelor’s degree in engineering (electrical preferred)
- Registered Professional Engineer (P.Eng.) in the Province of Ontario
- Ten (10) years progressive experience in utility engineering, asset management, or regulatory planning within a regulated environment
- Five (5) years experience managing technical teams and cross-functional initiatives
- Master’s degree in engineering, business, public policy, or a related discipline (preferred)
- Asset Management certification (e.g., IAM or equivalent) (preferred)
- Experience in regulatory stakeholder engagement and advocacy (preferred)
- Strong understanding of electric utility regulations, asset management principles, and engineering planning best practices
- Strong knowledge and understanding of provincial energy framework and policy
- Strong project management skills; Project Management Professional (PMP) designation or equivalent (preferred)
- Superior stakeholder engagement and facilitation skills
- Strong influencing, negotiations and advocacy skills
- Superior oral and written communication skills
- Strong decision-making and problem-solving skills, with a strategic mindset and systems-thinking approach
- Demonstrated experience implementing analytics platforms, tools, and methodologies to support decision-making and performance optimization
- Proven track record of leading change management initiatives in complex operational or technical environments
- Experience managing departmental performance, budgets, and scorecards aligned to corporate objectives
