Manager, ERP Platform Solutions
About the role
Office of the Chief Information Officer | Government of Newfoundland and Labrador The Office of the Chief Information Officer (OCIO) is leading a significant transformation of Government's enterprise finance, human resources, payroll, and supply chain platform, transitioning from our on-premises Oracle E-Business Suite (EBS) systems to Oracle Fusion Cloud. This multi-year initiative will redefine how enterprise business services are delivered, integrated, secured, and supported across Government.
To support this transformation, the OCIO is seeking a strategic and collaborative leader for the role of Manager, ERP Platform Solutions. Reporting to the Director of Enterprise Applications, the Manager serves as the technical owner for Government's ERP platform, providing strategic and technical leadership for the current Oracle EBS Financial Management System, working closely with business partners and IT stakeholders to maintain reliable enterprise services while advancing the modernization of Government's ERP environment. Leading a dedicated team of IT professionals, the Manager is responsible for ensuring the stability, performance, and continuous improvement of the current EBS platform, overseeing production support, enterprise integrations, system enhancements, and operational service delivery. As Government advances its transition to Oracle Fusion Cloud, the role will evolve to provide technical leadership of Government's ERP, spanning integrations, security, reporting, and technical and design standards in support of the Finance, Human Resources, Payroll, and Supply Chain modules. Working collaboratively with business stakeholders and program leadership, implementation partners, cybersecurity, enterprise architecture, and project leadership, the Manager will help shape the ERP operating model, build organizational capability, guide enterprise integration and data strategies, and ensure the organization is prepared to support a secure, scalable, and sustainable cloud-based ERP platform.
ERP Platform Leadership
Provide technical leadership for the technology platform, supporting both the current Oracle E-Business Suite (EBS) Financial Management System and the transition to Oracle Fusion Cloud ERP. Lead production support for Oracle EBS Financials, ensuring application availability, incident resolution, service reliability, and operational excellence throughout the transformation period. Serve as the technical owner for the ERP platform, providing leadership for solution architecture, middleware, security, reporting, data services, and operational support. Establish and maintain platform standards, governance frameworks, technical policies, and operational controls for enhancements, upgrades, integrations, and ongoing platform lifecycle management. Develop and maintain the ERP platform roadmap, aligning technology investments, modernization initiatives, and platform capabilities with organizational priorities and future-state business requirements Lead ERP platform operations, including project delivery, vendor management, budgeting, resource planning, service performance, and continuous improvement. Lead, coach, and develop a high-performing technical team responsible for ERP platform services, integrations, reporting, security, and production support. Foster a culture of accountability, collaboration, innovation, and continuous improvement. Communicate technical priorities, risks, and recommendations to diverse audiences and provide leadership through organizational and technology transformation initiatives.
ERP Transformation and Operational Readiness
Provide technical leadership for Government's transition from Oracle E-Business Suite to Oracle Fusion Cloud, ensuring the continuity, stability, and reliability of critical enterprise services. Define and evolve the future-state technical operating model, including governance, support structure and processes, organizational capabilities, and technical ownership required to sustain Oracle Fusion Cloud. Lead operational readiness and service transition activities, including release and environment management, knowledge transfer, production support readiness, and long-term sustainment planning. Provide technical leadership for enterprise integrations and collaborate with ERP program leadership, implementation partners, cybersecurity, enterprise architecture, infrastructure teams, and business stakeholders to ensure solutions are secure, interoperable, supportable, and operationally sustainable. Identify and mitigate technical and operational risks throughout the ERP transformation while ensuring continuity of critical enterprise business services.
Screening Criteria
Degree or diploma in Computer Science, Information Technology, Business, Engineering, or a related discipline, or an equivalent combination of education and experience. Experience leading enterprise-scale technology services, application platforms, or initiatives within a large complex organization involving multiple stakeholders. Experience supporting, implementing, or modernizing enterprise ERP solutions such as Oracle E-Business Suite, Oracle Fusion Cloud, SAP, Workday, Microsoft Dynamics, or comparable enterprise platforms. Experience leading technical teams responsible for enterprise applications, integrations, data services, security, reporting, or platform operations. Experience developing technology strategies, platform roadmaps, governance frameworks, operating models, or service delivery approaches that support enterprise business objectives. Experience communicating complex technical concepts and building relationships with business, technical, vendor, and executive stakeholders
Assets
Experience with Oracle Fusion Cloud applications, including Financials, Procurement, Supply Chain, or Human Capital Management. Experience with ERP cloud platform services, SaaS solutions, APIs, and modern integration patterns. Experience using Oracle reporting and analytics tools including OTBI, BI Publisher, Oracle Analytics, Hyperion/EPM, or APEX. Or similar tools within ERP environments. Experience supporting large-scale enterprise technology transformation initiatives within a public sector environment or health environment.
