Job Description

POSITION SUMMARY

The Manager, Community Safety and Wellbeing Strategies is responsible for leading, development, implementation, and monitoring of the of five (5) plans across the County: South Georgian Bay and Springwater; Nottawasaga; North Simcoe; Couchiching; and South Simcoe.

These strategies are set out to enhance community safety and improve overall well-being throughout the County of Simcoe. This role ensures alignment with the Ontario Community Safety and Well-Being Act.

DUTIES AND RESPONSIBILITIES (not listed in order of priority)

  1. Lead the development, implementation, and oversight of the five Community Safety and Well-Being (CSWB) Plans for the 16 member municipalities and the City of Orillia, ensuring alignment with the City of Barrie’s Community Safety and Well-Being Plan.

  2. Provide leadership and support to the external Community Safety and Well-Being Advisory Committee, including planning and overseeing all related events and large meetings, as well as integrating public safety and emergency preparedness perspectives into the development and implementation of the CSWB plans.

  3. Assist the Director of Community Partnerships, Policy & Business Intelligence and other senior staff with the development and implementation of the interna; Community Safety and Well-Being Steering Committee’s strategic plan and regular program-based activities and ensuring timelines are established and met.

  4. Develops and implements a strong communications and engagement plan that ensures all stakeholders are brought along, involved, and engaged in the process.

  5. Maintain strategic partnerships with Emergency Management team, Health Care systems, and other community stakeholders.

  6. Lead community-based planning activities across multiple sectors (residents, community organizations, emergency services, health services, social services and other stakeholders) through the five established Community Safety and Wellbeing plans and the corresponding community tables.

  7. Develop and monitor performance indicators for community safety initiatives.

  8. Provide program support, research and information management, policy analysis, policy development, communication and consultation to community-based planning initiatives.

  9. Network with key partners in the County of Simcoe and in key communities in Ontario, Canada, and including other Consolidated Municipal Service Managers.

  10. Participate in hiring process for staff teams.

  11. Develop and implement communication strategies to inform all interested community members on such matters of best practices, research and legislation changes. Communicate on issues of relevance through the website, dashboards, and/or other promotional mediums.

  12. Review, monitor, and evaluate the activities of community partnerships and prepare reports to County Council as necessary.

  13. Use data to provide community insight and share statistical analysis regarding trends and expenditure projections.

  14. Manage all community related budgets.

  15. Ensure all reporting requirements for all related funders (provincial, federal, FCM, etc.) are met.

  16. Undertake collaborative service planning and program delivery that reflects a client-centred approach, and, where appropriate, aligns with programs delivered by other Social and Community Services Departments within the Division.

  17. Provide supervision to staff in a manner that motivates, guides and directs employees to the realization of departmental goals and objectives. Maintain a work environment that promotes staff participation, teamwork and positive employee relations.

  18. Comply with provincial and County Occupational Health and Safety Legislation, regulations, policies and procedures.

  19. Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act.

  20. Perform other related duties as assigned, including redeployment in emergency situations.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION

  • Degree or Diploma in Social Sciences, Social Work, Community Psychology, Health or Public Administration. This job may be considered for educational equivalency in accordance with County Policy.

  • Knowledge of Community Safety and Wellbeing programs and related legislations.

  • Knowledge of and demonstrated ability in organizational management, strategic planning, change management design, process and implementation strategies.

  • Strong report writing, research, analytical and project management skills to meet the program objectives and work to tight deadlines.

  • Excellent interpersonal and written communication and presentation skills to communicate effectively with all levels of government staff, Council, community stakeholders and the public.

  • Strong supervisory skills with the ability to build cohesive teams and interpret and apply employment policies and related legislation.

  • Computer proficiency in MS Office software applications.

  • Criminal reference check with vulnerable sector clearance that is less than 6 months old at the time of hire.

  • Valid G Class Driver’s License and access to a reliable vehicle.

EXPERIENCE

  • Minimum of seven (7) years of progressive experience in program development, project management and strategic planning including proven political acuity, contract negotiations and community consultation skills working with community groups, including two (2) years in a Program Manager role.

EFFORT

  • This position requires visual concentration when researching, analyzing data and reports, report preparation, meetings with groups, and interpreting government legislation.

WORKING CONDITIONS

  • Office environment.

  • Requirement to travel for meetings.

  • The parties that this position comes into contact with will range from cooperative to emotional, and difficult.

  • Ability to work outside of regular business hours as required.

  • Ability to work remotely if required.

Salary Grade

$121,139.00 - $147,365.00
