OVERVIEW
As part of our commitment to environmental stewardship and sustainability, the TTC is advancing bold initiatives to support a cleaner, greener future for Toronto. We are seeking a Head, Renewable Energy Programs to lead the strategic delivery of our sustainability commitments –driving the planning, execution, and lifecycle management of energy infrastructure projects that enable fleet electrification and support long-term sustainable operations. This position is central to achieving the TTC’s climate action targets and enhancing system resiliency through innovative, forward-looking energy solutions.
Our ideal candidate is a results-driven, emotionally intelligent leader with strong relationship management skills and a proven ability to navigate complex stakeholder environments. With experience in capital portfolio and energy asset management, they bring deep technical insight into onsite energy generation, electrical systems, and smart grid technologies.
POSITION SUMMARY
Reporting to the Executive Director, the incumbent will oversee approximately $1 billion in energy infrastructure programming, including the design, construction, operation, maintenance, and renewal of TTC’s energy systems. They will play a pivotal role in advancing the TTC’s commitment to sustainability and climate action, supporting the City of Toronto’s goal to achieve net-zero emissions by 2050 or sooner.
SCOPE & RESPONSIBILITIES
The duties of this role will include but are not limited to the below:
- Lead the development and execution of TTC’s renewable energy infrastructure programs, including electrification of the Green Fleet (buses, Wheel-Trans, and non-revenue vehicles).
- Direct the planning, execution, and close-out of renewable energy projects, ensuring alignment with TTC’s strategic objectives.
- Provide leadership in asset management, commercial strategy, procurement models, and lifecycle operations and maintenance of energy infrastructure.
- Oversee the deployment of energy infrastructure (e.g., solar PV arrays, energy storage systems) across TTC properties to enhance operational resiliency and support net-zero goals.
- Develop and manage the REP Department’s 15-year Capital Investment Plan, 10-Year Capital Budget and Plan, and ongoing operating budgets.
- Lead and manage department staff, including hiring, performance management, training, and succession planning.
- Ensure financial accountability, schedule management, and quality assurance across all capital and operating programs.
- Establish and enforce departmental policies, standards, procedures, and controls in compliance with TTC and legislative requirements.
- Ensure safe and effective interface design between vehicles and electrification infrastructure through systems engineering and safety certification practices.
- Monitor and report on key performance indicators, risks, and issues to senior leadership, including the Executive Director, CEO, TTC Board, and City Council.
- Develop and present corporate reports and documentation to support budget justification and strategic planning.
- Represent TTC on inter-agency committees and external partners (e.g., Toronto Hydro, Ontario Power Generation, OEMs) to ensure effective collaboration and project delivery.
- Coordinate with internal departments, providing consultation and guidance on engineering, project management, and commercial matters.
- Stay informed of industry standards, technological developments, and best practices relevant to renewable energy and transit electrification.
- Promote accessibility and accommodation in accordance with the Ontario Human Rights Code for TTC passengers and employees.
- Ensure adherence to TTC safety policies and practices across all departmental activities.
KEY SKILLS & EXPERTISE
- Proven transformational leader with a service-oriented approach and a strong track record of delivering results.
- Extensive expertise in capital portfolio and energy infrastructure management, asset lifecycle execution, and performance-based program development.
- Comprehensive understanding of public procurement, commercial strategy, vendor relations, and project management methodologies.
- Skilled in business case development, project prioritization, hazard management, and safety certification processes.
- Strong foundation in business administration, fiscal oversight, and HR management, with familiarity in relevant legislation.
- Demonstrated ability to lead high-performing teams, manage change initiatives, and apply sound judgment in complex decision-making.
- Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
- Experience working in a unionized environment is an asset.
EDUCATION & PROFESSIONAL CREDENTIALS

University degree in a related discipline (e.g., Business Administration, Engineering, IT, Project Management), combined with progressive experience in technical and management capacities associated with portfolio, program and project management or a combination of education, training and experience deemed to be equivalent.

A completed Masters’ Degree in a related discipline (Environmental Studies, Business, Project Management, Electrical Engineering, IT) is an asset.

Project Management Professional (PMP) certification and membership is an asset.
