KEY FUNCTION:

Provide support, guidance and training to Payroll staff as it relates to payroll inquiries, procedures and the SAP SuccessFactors Employee Central Payroll (ECP) system to ensure accurate payments to employees, proper employer remittances and produce reliable quality data for the organization’s financial statements.

REPORTING:

Under the general direction of the Manager, Payroll.

DUTIES**:**

  • Coordinate the Payroll process with other departments and organizations (e.g. Health Sciences North Research Institute (HSNRI) and HSN Foundations), to deliver services in conformance with established guidelines and contracts.

  • Assist in Payroll activities and program components to ensure effective department function, coordination of activities, and compliance with established financial, legal, and administrative requirements, including annual reporting of T4, T2200, Salary Disclosure, Healthcare of Ontario Pension Plan (HOOPP), and surveys.

  • Prepare and oversee a variety of Payroll related documents (e.g. invoices for overpayments, retirement plan transfers, payroll registrations, stop payments, and Worker’s Compensation checks).

  • Assist with monitoring and enhancing the internal controls of the Payroll process, and incorporate process improvement philosophy to continuously improve the Payroll process.

  • Maintain a variety of payroll information, files, and records in written and electronic formats to provide an up-to-date reference and audit trail for compliance.

  • Assist with recruitment, selection and training.

  • Guide, motivate, and monitor staff.

  • Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.

  • Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.

  • Engage in and foster professional development of all staff.

  • Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.

  • Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.

  • Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.

  • Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.

  • Educate and promote health, safety and wellness in the work place.

  • Represent the department or program on various committees and in meetings as required.

  • Perform other duties as required.

QUALIFICATIONS

EDUCATION AND TRAINING:

  • Minimum of a two (2) year Diploma in Business Administration, Accounting, or in a related field, from an accredited college.

  • Current Certificate of Registration with Canadian Payroll Association (CPA) is required.

  • Successful completion of Level I Ontario Healthcare Reporting Standards Certification is preferred.

  • Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.

EXPERIENCE:

  • Minimum of five (5) years’ working in a Payroll lead role within a large organization.

  • Experience working within a unionized environment.

  • Training or recent experience with financial health care is preferred.

KNOWLEDGE/SKILLS/ABILITIES:

  • Demonstrated excellent knowledge of Payroll legislation.

  • Demonstrated ability to handle multiple priorities in a fast-paced environment.

  • Demonstrated ability to coach, advise and teach others using the principles of adult learning.

  • Demonstrated training, experience or utilization of quality improvement methodology for process improvement.

  • Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.

  • Knowledge of relevant legislation and principles of management, hospital committee structure, conflict management and resolution, system needs analysis and organizational assessment.

  • Ability to use tact and discretion in dealing with health care providers and employees.

  • Demonstrated excellent computer skills with proficiency in Microsoft Office software(e.g. Word, Excel, Power Point and Outlook) and patient information systems.

  • Demonstrated superior interpersonal and communication skills, both written and verbal.

  • Demonstrated commitment to the safety of co-workers and patients.
