The Department of Education and Early Childhood Learning is seeking a qualified individual to fill the position of Data Scientist in the Continuous Improvement Branch located in Winnipeg. The Manitoba government has a comprehensive benefit package which includes extended health care, health spending account, dental care, vision care, long term disability insurance, group life insurance, maternity/paternity leave, family related leave, and a defined pension plan (some pension plans allow for portability between the Civil Service Superannuation Board and employers).

Qualifications:
Essential:
- Post-secondary degree in statistics, social sciences, or related field with an emphasis on research methods. An equivalent combination of education and experience may be considered
- Experience writing codes or scripts using statistical software or programming language (SPSS, SQL, R or Python) for statistical and data analysis purposes
- Experience working with datasets that require cleaning, linking and analysis at individual and aggregate-level with a strong attention to detail
- Experience using data visualization tools, including Power BI
- Knowledge of the principles, methods and techniques of statistical research
- Ability to describe statistical methods and results to technical and non-technical audiences
- Excellent interpersonal skills with the ability to develop and maintain positive working relationships and to work as part of a team
- Ability to manage multiple projects with competing deadlines
- Ability to take initiative and work independently under limited supervision
- Strong written communication skills
- Strong verbal communication skills
Duties:
Reporting to the Manager of Data and Analytics Unit of the Continuous Improvement Branch, the Data Scientist is responsible for conducting statistical analyses using the department’s data assets. These assets include administrative data held in various information and data systems operated by the Department as well as data that may be obtained from other departments or public sources. The incumbent’s experience with data and statistical analysis produces quantitative evidence to support Manitoba Education and Early Childhood Learning’s priorities of ensuring positive outcomes and continuous improvement in K-12 education.
