Background Information:
Seeking a senior data architect/modeller to help the advancement of its current data management practices.
This project to support the utilization of tools (e.g. informatica) and develop an implementation approach for metadata management at OH.
Additionally, this project will assess the connections between any recommended implementation approach/tools with the development of an updated OIDs/URIs database (Object Identifiers Database).
Outputs from this project include improving data quality and consistency, supporting interoperability, enabling effective data governance, facilitating collaboration, and driving strategic decision-making.
Must haves:
- Minimum 10 years of experience in solution design, system integration, or platform delivery within complex digital environments (public health or government preferred).
- Experience working across cross-functional teams—including clinical, product, and development stakeholders.
- Strong modelling, documentation, and facilitation skills—able to co-design in collaborative sessions and communicate clearly with non-technical partners.
- Broad knowledge on a variety of architectural disciplines (e.g., Business, Application, Infrastructure, Network, Privacy & Security).
Responsibilities:
- Develops and implements the data architecture for application development (metadata management).
- Provides a standard common business vocabulary, expresses strategic data requirements, outlines high level integrated designs to meet these requirements, and aligns with the enterprise strategy and related business architecture.
Desired Skills:
- Experience in structured methodologies for the design, development and implementation of applications.
- Demonstrated ability to lead strategic alignment across multiple programs and platforms, ensuring consistency in architecture, data standards, and delivery approaches across diverse health system initiatives.
- Excellent strategic thinking, facilitation, and communication skills, including ability to translate complex architecture into plain-language visuals or briefings.
- Understanding of Information Management principles, metadata structures, reference vocabularies, and data classification schemes.
- Experience reviewing conceptual, logical and physical data models for quality and adherence to standards.
- Knowledge and experience in information resource management tools and techniques.
- Ability to build trust and model alignment with peers, bringing humility, curiosity, and shared mission orientation.
Required Skills:
- Experience in the use of data modelling methods and tools (e.g. ERWIN, VISIO, PowerDesigner) including a working knowledge of metadata structures, repository functions, and data dictionaries.
- Knowledge of performance considerations for different database designs in different environments.
- Experience in structured methodologies for the design, development and implementation of applications.
- Awareness of emerging I&IT trends and directions.
- Experience in monitoring and enforcing data modelling/normalization standards.
- Experience in developing enterprise architecture deliverables (e.g. models)
- Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills.

Deliverables
- Over the duration of engagement, the data modelling resource will be responsible for the following key deliverables:
- Collaborate with Data for Connected Health, Digital Health Standards and Architecture program teams to build on existing integrated data architecture to support the advancement of a Digital Health Data Dictionary (DHDD), of which the foundations of metadata management tooling, and OIDs/URIs database updates are key inputs.
- Advance the implementation of data architecture for metadata management at OH.
Knowledge Transfer Details:
- The resource will ensure full knowledge transfer is provided to the Ontario Health team before end of engagement. Some of this might occur at the end of the engagement but will also be shared as information is obtained/consolidated. Key deliverables will be shared with team.
- The resource must provide all related documentation as part of knowledge transfer protocol. Documents will be reviewed by the appropriate leads and signed off by manager/director.
- The resource will work collaboratively with the Ontario Health team throughout the assignment and ensure key deliverables, milestones, and documentation are shared.
- A walkthrough of any demos, development, etc. will be required before the end of the engagement.
