Project Engineer - W/WW Infrastructure Design The Water and Wastewater Infrastructure Design Division of the Capital Projects Delivery Branch of the Works Department at the Region of Durham has over 200 water supply and sanitary sewage projects to deliver within the 10-year capital budget and forecast. The Division's project portfolio includes both linear (pipe) projects as well as projects for water and wastewater facilities (vertical) such as treatment plants, pumping stations, elevated water tanks, standpipes and reservoirs.
Reporting to a Senior Project Manager within the Division, this position is responsible for managing the day-to-day operation of the Division's projects, administering, coordinating, evaluating and developing an effective work plan to efficiently and economically deliver Contract documents for water and wastewater services to residents and businesses of the Region of Durham.
The successful candidate shall expect their primary duties to consist of supporting the Senior Project Manager on thevdelivery of relatively complex capital water and wastewater facility (vertical) projects, and to eventually be assigned a variety of both water and wastewater vertical projects that align with their past work experience, as well as some additional projects that will diversify project experience and project delivery skill set development on an on-going basis.
The incumbent will: Develop strategies for defining the scope of work for vertical water and wastewater capital projects, including the establishment of capital budget estimates for the design and construction phases of the projects. Prepare requests for proposals, evaluate proposal submissions, and assign projects including project management responsibilities such as reviewing and approving invoices, managing schedules, Contractual obligations and project execution. Manage consultants retained to complete site investigations and reporting, detailed designs and contract document preparation Lead projects from conception to construction of each project by reviewing and approving works that are compliant with applicable standards and in keeping with the standards of the Ministry of Environment, Conservation and Parks and other approving agencies, Region of Durham, various utilities and Area Municipalities. Lead design circulations and technical reviews of Consultant deliverables. For in-house designs, approve engineering drawings by sealing with a stamp of the Professional Engineers of Ontario. Monitor project budget health and prepare inclusive project cost estates estimates for the annual capital budget and forecasts. Provide technical support to the Region's Construction Services staff during the tendering and construction phases of projects. Liaise and co-ordinate Regional projects with the projects of Indigenous Communities and Rights Holders, Area Municipalities, Ministry of Transportation, Rail Authorities, other provincial or federal bodies, and other Region of Durham Branches / Divisions Respond to inquiries from staff, various departments, external customers and politicians to resolve problems, special needs and minimize service disruptions Evaluate infrastructure needs and define project scope for renewal and system expansion through-out the Region of Durham. Publicize and inform residents of projects by conducting public information centers and incorporate changes to original design to accommodate concerns, needs and protection requirements raised by affected parties Lead Municipal Class Environmental Assessment addendums for water or wastewater projects where required by Provincial legislation and the Municipal Class Environmental Assessment process. Strategically innovate and collaborate with others to achieve the on-going improvement of Regional and Divisional standards, guidelines, practices, procedures, and policies as it relates to the delivery of highquality water supply and/or sanitary sewage infrastructure projects Manage the day-to-day operation of a group of staff including hiring, disciplining, supervising, organizing, prioritizing and assigning projects to staff.
The successful applicant will possess: Be actively practicing as a Professional Engineer with the Professional Engineers of Ontario Extensive experience in Municipal Engineering with knowledge and understanding of the design and construction of vertical municipal water and wastewater infrastructure. Experience in both water/wastewater linear and facility projects will be considered an asset. Knowledge and understanding of Ministry of Environment, Conservation and Parks guidelines and requirements, safe construction practices including the requirements of utilities, Ministry of Transportation and Conservation Authorities, Municipal financing and the Occupational Health and Safety Act. Experience working with software applications such as MS Office (Word, Excel, Outlook, Teams, Project) Excellent verbal and written communication, effective customer service, problem solving, analytical, managerial, project management and organizational skills A valid Class 'G' Ontario Driver's License and regular access to a reliable vehicle
Management & Exempt Salary Grade 7
- Salary: $120,882 to $151,102 per annum
