Are you an analytical thinker with strong communication and creative problem-solving abilities? Our Rapid Transit Commercial Management team is seeking a Manager to lead commercial analysis and stakeholder negotiations for Subway projects in Toronto and the GTA. This role focuses on preparing for, drafting, negotiating and managing agreements and contracts related to the operation and maintenance of Metrolinx Subway assets. You will provide strategic advice, commercial analysis and presentations to senior leadership within the Commercial Management team, Metrolinx executives and external partners. You’ll be working across multiple projects and program-level initiatives, navigating complex stakeholder environments and delivering solutions to challenging problems.

What will I be doing?
- Analyzes and provides recommendations on agreement and contract negotiations, and later in the operating period, supports the dispute resolution processes.
- Develops and implements strategies, methodologies, tools and techniques for commercial management excellence and continuous improvement.
- Uses lean decision-making tools, creative problem solving and collaborative processes to propose solutions to complex operations and maintenance challenges while building and fostering strong working relationships with internal subject matter experts and internal and external stakeholders.
- Leads the development of agreement and contract negotiation documents and briefing materials, supports governance processes to confirm positions and ensures parties understand contractual obligations related to performance and payment mechanisms.
- Prepares and presents briefing materials, presentations, options analyses, RACIs, and other strategic documentation to internal and external stakeholders, including senior leadership within the Commercial Management team, Metrolinx executives and external partners.
- Actively anticipates changes in both external and internal environment for potential impacts and risks and takes appropriate action to inform and mitigate risks.
- Assists in the development and implementation of contract management systems, standards and operational procedures to ensure successful delivery of the organization’s large and complex operational initiatives.
- Monitors agreement and contract performance management through pro-active issue resolution, change requests/amendments, and standardized internal processes that contribute to achievement of desired service outcomes and Key Performance Indicators (KPIs).
- Identifies and closely monitors contractual risks, constraints and contingencies to avoid or mitigate additional costs, penalties and delays.
- Provides input into complex contractual claims and may lead the management, analysis and resolution of disputes
- Manages aspects of contract administration including consultative advice, expertise and support to project teams throughout the life of operations projects.
What Skills and Qualifications Do I Need?
- Completion of a degree in Applied Science, Political Science, Public Administration, Business, Finance/Accounting, Engineering, Law, Urban Planning or a related discipline or a combination of education, training and experience deemed equivalent.
- Demonstrated experience in progressively responsible roles related to the project managing and administering agreements and/or commercial contracts, preferably related to construction and/or operations and maintenance of rail and/or transit infrastructure and services,.
- Demonstrated experience working in multi-stakeholder environments, including government sector and senior leadership engagement.
- Experience in contract negotiation, particularly in operations-related agreements.
- Professional Engineer Ontario (P.Eng.), Certified Engineering Technologist (C.E.T.), Project Management Professional (PMP), Chartered Financial Analyst (CFA) and/or Certified Construction Contract Administrator (CCCA) designation would be an asset.
- Familiarity with various procurement methods and contracts, both traditional and non-traditional.
Technical & Professional Skills
- Advanced knowledge of contract administration and claims management in complex operational, maintenance, construction and infrastructure environments.
- Ability to identify and assess commercial risks, issues, and mitigation strategies.
- Strong analytical skills with the ability to interpret complex information, assess commercial implications, and synthesize insights for decision-making.
- Proficiency in Microsoft Word, PowerPoint, Excel and other tools used for stakeholder communication and reporting.
- Strong writing skills with the ability to produce clear, concise briefing notes, presentations, and deliverables from technical content.
Leadership & Interpersonal Skills
- Proven leadership abilities to manage staff, lead cross-functional teams, and oversee consultants and matrixed resources.
- Ability to influence outcomes without direct authority and navigate politically sensitive environments with tact and discretion.
- Builds and maintains strong collaborative relationships with internal and external stakeholders
- Communicates effectively with appropriate detail and judgement, including escalation of issues when necessary.
- Excellent communication skills, written and verbal and a positive attitude to drive resolutions to stakeholder issues.
