Position Highlights Are you a strategic investment leader with deep expertise in investment portfolio management and pension fund oversight? ICBC is seeking a seasoned professional to lead the planning, development, and execution of investment strategies for our corporate investment portfolio and the ICBC Management and Confidential Pension Plan - totaling approximately $20 billion in assets.

This is a high-impact role that combines strategic decision-making, governance oversight, and stakeholder engagement across internal teams, external managers, and government bodies.

Key Responsibilities

  • Develop and execute investment strategies for the ICBC Investment portfolio and the ICBC Management and Confidential Pension Plan to maximize returns on invested assets.
  • Perform investment portfolio risk monitoring, performance attribution and peer comparison.
  • Lead the development of investment policies, risk tolerance frameworks, benchmarks and risk models.
  • Maintain a broad and current understanding of financial market trends, developments and projections/forecasts.
  • Make investment decisions based on knowledge, industry experience, research and analysis, ensuring compliance with industry regulations, corporate financial objectives and policies and procedures.
  • Negotiate investment terms and conditions in accordance with corporate and industry standards. Secure corporate interest and accounts for all investment funds.
  • Build and maintain effective working relationships with the financial community and Crown peer organizations to obtain timely information, execute transactions or manage service providers.
  • Provide expert advice to corporate staff, the Executive Leadership Team, and Government, assisting the CFO with matters related to special projects or initiatives related to the portfolios.
  • Manage relationships with external investment managers and service providers, including British Columbia Investment Management Corporation.
  • Oversee compliance with ICBC investment policies and procedures of all external investment managers pension legislation and respond to regulatory filings with the BC Utilities Commission.
  • Prepare and present investment performance reports and strategic recommendations to the Investment Committee of the Board of Directors.
  • Provide strategic leadership in staffing, training, and performance assessment of the investment team.

Position Requirements

  • Undergraduate degree in finance, economics, or a related field; CFA designation strongly preferred.
  • 10 years of experience in investment portfolio management, ideally within the public sector or pension fund environments.
  • Deep knowledge of global investment markets, asset classes, and industry trends.
  • Proven ability to negotiate investment terms and manage external service providers.
  • Strong understanding of pension legislation, regulatory compliance, and governance best practices.
  • Exceptional communication, relationship management, and leadership skills.

Work Arrangements Defined

  • Hybrid 8 – you will work a minimum of 8 days per month at your primary in-office headquarters (typically 2 days per week). The remaining days will be remote within British Columbia.
