About the role

About the Role

Under the direct supervision of the program director, the program manager:

  • supervises the work of program officers, associate program officers, administrative coordinators, program assistants and senior administrative assistants, as required;
  • develops and manages grant activities and initiatives and partnerships supporting artists, arts groups or arts organizations;
  • ensures the efficient operation of activities and manages program employees;
  • provides coaching and develops employees;
  • supports employees through changes at the Council;
  • analyzes and implements policies promoting the sound management of programs in alignment with the program objectives;
  • analyzes trends and concepts or best practices and formulates recommendations;
  • contributes to managing the budget by administrating and proposing fund allocations for grant competitions; and
  • and collaborates in planning competitions.

The program manager also:

  • implements relevant, effective and efficient work processes and approaches that contribute to the continuous improvement of the Council’s programs, procedures and policies;
  • actively encourages the exchange of ideas and knowledge throughout the division;
  • ensures that the program staff, develop, and cultivate a network of peers within the arts community who can participate in the Council’s evaluation processes;
  • ensures the transparency of the peer assessment process;
  • notes and reports on real or potential situations of conflict of interest to the Director, while assuring the confidentiality of information;
  • determines whether the Program has the resources, tools, learning plans and support required to achieve results with respect to the Council’s strategic priorities;
  • performs other related duties.

Education

  • An undergraduate degree in arts, public administration or business administration or an equivalent combination of professional experience and education related to the responsibilities of the position.

Experience

  • Seven (7) years of experience directly related to the principal responsibilities of the position.
  • Three (3) years of experience in financial and human resources.
  • Experience in project management and in policy development and implementation.
  • Experience in one or various artistic disciplines would be an asset.

Knowledge

  • Thorough knowledge of project and program management, communications strategies, and policy analysis and application.
  • Knowledge of the current state of the arts in Canada and of trends and new developments in the arts, including more recent forms such as digital arts.

  • A high degree of professionalism, diplomacy, tact and sensitivity.
  • Ability to supervise the planning, implementation, execution and evaluation of the program and its projects.
  • Autonomy, strategic thinking, problem-solving abilities, excellent judgment and creativity.
  • Leadership, team spirit, interpersonal skills and strong aptitudes in animation, communications and analysis.
  • Excellent aptitude for establishing relations, networks and collaborations between disciplines and divisions, including the ability to promote dialogue and obtain consensus.
  • Excellent understanding of the peer assessment process.
  • Ability to work with confidential documents.
  • Ability to analyze and synthesize information effectively.
  • Ability to resolve conflicts tactfully.

Bilingual Requirements

This position requires the use of both official languages. The requirements in the second official language are:

  • An advanced level in reading comprehension (C)
  • An intermediate level in writing (B)
  • An advanced level in oral (C)

Job Types: Full-time, Permanent

Pay: $116,352.00-$145,976.00 per year
