The Opportunity
Reporting directly to the Supervisor, Revenue, this role is responsible for duties related to corporate revenue including property taxation and collection, program management, tax system upgrade and maintenance, assessment base management, accounts receivable, corporate cash receipting, corporate revenue and user fees, and development charges. Support includes responsibility for accounting functions related to revenue, property taxation billing and preparation, as well as responsibility for the Town’s user fee by-law. This position is responsible for corporate cash handling and payment processes and procedures, including financial reconciliations. It also works on special projects as assigned by the Manager, Revenue and Treasurer.
As the Senior Financial Analyst, Revenue, you will perform the following duties, including but not limited to:
- Responsible for the accurate and timely processing of information in the Town’s Property Tax System and other related financial system(s), including calculating and printing tax bills, month/year end procedures, maintenance, updating and changes, preparing and mailing past due notices etc.
- Assist in developing and implementing policies, procedures and internal controls related to property tax program.
- Assist in procurement and contract management related to tax services and other financial contracts.
- Perform all accounting and financial reporting related duties with regards to revenue transactions.
- Review of return of tax roll for changes in assessment for zoning, planned subdivision agreements, building permits, exempted properties and appeals.
- Responsible for assisting with the administration of the Town’s debit/credit payment processing machines and the Town’s online merchant payment portal.
- Assist with revenue activities related to the Town’s investment management and cash flow management.
- Perform additional duties and undertake special projects as assigned.
The Ideal Candidate
We are seeking an experienced professional with a post-secondary degree in Accounting, Economics or closely related field. Our ideal candidate has a minimum of three (3) years’ finance experience. Chartered Professional Accountant (CPA) designation required. Completion of Municipal Tax Administration (MTAP) an asset.
The ideal candidate will have a demonstrated knowledge of municipal finance - including financial reporting, financial planning/budgets, cash flows, analysis, forecasting, internal controls, development charges, investments and project management, knowledge of audit processes and standards (both internal and external). We are seeking an individual who has knowledge of financial information systems to facilitate financial transaction collection, reconciliation and reporting as well as audit controls.
The successful candidate for Senior Financial Analyst, Revenue will be required to work a flexible schedule, including in the office, remotely and after hours (as required).
This position offers a salary range of $99,166.76 to $123,958.45 plus a competitive benefit package.
Satisfactory passing of a criminal record check, and proof of qualifications will be required of any successful candidate(s) for this position.
