The Ministry of Transportation, Engineering Program Delivery - Central, is looking for a highly skilled and experienced individual to direct the activities of the Document Review Unit.

About the job

In this role, you will:

  • provide technical supervision and guidance to staff engaged in contract review activities, including assigning work, monitoring progress, providing/recommending training, monitoring performance, and providing input into recruitment activities
  • coordinate the review process for the analysis of contract documents to ensure compliance of ministry and consultant design packages with ministry and regional policy and procedures
  • provide advice and direction to Ministry staff and design consultants on contract package best practices through the design phase of a project
  • maintain liaison with parties involved in the submission of contract packages for tendering
  • participate as a committee member for the development of head office and regional contract documentation policies for possible province-wide application

What you bring to the team

Knowledge of Contract Documents:

  • You have the ability to read and interpret contract drawings and specifications.
  • You have knowledge of the proper application of contract drawings in the tendering process.

Technical Knowledge:

  • You have the ability to interpret and apply highway engineering standards, specifications and special provisions.
  • You have knowledge of practices and policies pertaining to contract documentation review methodology and tendering practices to provide authoritative advice and guidance to staff.

Administrative and Leadership Skills:

  • You have leadership skills to provide technical supervision/guidance to staff to ensure adherence to ministry contract documentation and engineering standards and policies.
  • You have planning and coordination to review contract packages and documentation prior to tendering and coordinate with all parties in the submission of contract packages.

Analytical and Problem-Solving Skills:

  • You have analytical and problem solving skills to assess a variety of technical data and/or ambiguities in contract documents and resolve problems resulting from the review of highly complex and unique combinations of tendering documents.

Interpersonal, Communication and Advisory Skills:

  • You have good oral and written communication to maintain relationships with staff/consultants, provide authoritative advice, prepare reports, make presentations and participate on committees.
  • You have interpersonal and presentation skills to formulate appropriate courses of action, encourage acceptance of alternative options and solutions to design and construction issues.
  • You have presentation skills to provide direction/expertise and to explain/review findings, irregularities, regional variations in contract packages and noncompliance with ministry policy.
  • You have advisory and consultation skills to work with and guide internal staff and consultants in all aspects of ministry documentation procedures.
