As Director, you will oversee the day-to-day support functions of payroll and benefits administration, lead a high-performing team, and support modernization initiatives that enhance service delivery and system efficiency. You will play a key role in maintaining service excellence, driving continuous improvement, and fostering strong relationships with internal and external partners.

The Pay and Benefits Support Branch is responsible for managing Ontario’s HR and payroll systems, implementing policy changes, resolving service incidents, and monitoring performance. The branch delivers biweekly payroll and benefits enrolment for OPS employees and several agencies, ensuring compliance with legislative requirements and collective agreements.

About the Job

Reporting to the Assistant Deputy Minister, you will:

  • build a high-performing, inclusive team culture that supports growth, accountability, and modern ways of working
  • foster employee engagement and a strong client-focused service culture
  • lead key initiatives to improve payroll operations, including audits, process improvements, quality assurance, and financial controls
  • oversee updates to the Workforce Information Network (WIN) – the payroll processing module within the Human Capital Management suite – ensuring accurate processing of payroll and compensation changes
  • assess team resources and skills to support continuous improvement and adapt to changing priorities
  • collaborate with internal and external partners to strengthen relationships and enhance service delivery

  • managing the delivery of complex payroll and benefits programs, ensuring compliance with legislation, collective agreements, and service standards
  • supporting the implementation of digital and technology-enabled solutions to improve service delivery and operational efficiency
  • applying sound judgment to resolve complex issues and support decision-making aligned with organizational priorities
  • providing strategic input and operational advice to senior leaders to enhance the effectiveness of payroll and benefits administration

Relationship and Client Service Leadership

You are a skilled relationship builder and communicator who:

  • fosters strong partnerships across the OPS and with external stakeholders, including unions, pension plans, benefit providers, and other payroll partners
  • promotes coordination, consultation, and communication to support service excellence and stakeholder satisfaction
  • navigates sensitive and potentially contentious issues with political acuity, diplomacy, and tact
  • influences and negotiates effectively to build consensus, resolve challenges, and advance shared goals
