Job Description:
On behalf of our public sector client, Affinity is looking for a Project Manager to manage its Municipal Investment Transformation (MINT) Project. This project involves large-scale business transformation impacting branches across the ministry, its partners, and the wider community.
Responsibilities:
• Develop the terms of the Detailed Project Plan in consultation with the Project Leadership Team.
• Produce the Project Plan and gain Project Sponsor approval.
• Ensure the project is undertaken in accordance with the standards, processes and documentation which follow Project Management Institute (PMI) standards.
• Produce deliverables on time, within budget and to specification ensuring project objectives are met.
• Ensure the work products and deliverables are completed in compliance with technical standards.
• Facilitate integration of project touch points (interconnections) across related projects if required.
• Monitor and report on project performance: scope, schedule, cost, and quality of project deliverables.
• Identify, monitor and manage risks related to the delivery of the project.
• Provide timely communications and reporting regarding projects risks, issues and concerns to the team, Project Sponsors and relevant stakeholders.
• Organize and facilitate multi-stakeholder workshops, meetings and prepare presentations.
• Work collaboratively with Third Party Vendors and other Partners to include their delivery as part of the overall implementation plan.
• Develop project change requests (scope, time and cost) while negotiating and sharing financial implications and or impact with the Project Sponsor.
• Identify changes to resourcing requirements.
Qualifications:
Mandatory Qualifications / Requirements
• Project Management Professional (PMP) or PRINCE2 Practitioner certification (valid certificate must be included in submission)
• Demonstrated experience as a Project Manager managing complex COTS (Commercial-Off-The-Shelf) IT implementation projects, involving multiple stakeholders, vendors, and complex cloud integrations with public-facing components
• Commitment to working full-time onsite at a Government of Saskatchewan office in Regina, Saskatchewan for the duration of the contract
• Blended hourly rate must not exceed $135/hour plus applicable taxes for the duration of the contract
Scored Qualifications / Requirements
• Local knowledge of the Government of Saskatchewan (GOS) or comparable entities, with detailed understanding of technical and business landscapes (Heavily weighted)
• Demonstrated experience managing two or more large-scale, complex transformation projects with public-facing online technology components (Heavily weighted)
• Strong interpersonal and collaboration skills, with experience engaging stakeholders at all organizational levels, navigating governance frameworks, conducting team meetings, and working with Executive Steering Committees (Heavily weighted)
• Proven record of achievement in IT project environments, including oversight of third-party implementors and proprietary technology solutions (Heavily weighted)
• Experience preparing or overseeing project documents such as status/progress reports, budgets, resource estimates, project plans, proposals, strategies, executive presentations, project close-out reports, and lessons learned
