About the role

Job Description:

Reporting to the Manager, Facility Operations and Maintenance Services, supervise directly, initiate and be responsible for all assigned building and mechanical equipment, environmental systems, building envelope and grounds, including facility inspections, record keeping, safety and customer service related issues, upkeep and cleanliness of the building and associated areas of the Civic Administration Complex (City Hall), Consolidated Operations Depot, Fire Services Facilities and any other associated facility that falls under the Facility Operations & Maintenance Services Branch.

Responsibilities:

  • Assist the Manager and/or designate in all activities relating to the facility maintenance & operations, including the planning and development of all related activities, the ongoing evaluation of the operation and the ordering of all materials and supplies
  • Operate, maintain, repair and adjust mechanical and building equipment, including cooling, heating, ventilation, BAS controls, chemical feed systems, pumping and filtration equipment, and life safety systems
  • Perform general repairs and maintenance, such as carpentry, drywall, painting, plumbing and HVAC maintenance, reporting maintenance requirements to the appropriate management representative
  • Implement a structured, pre-determined maintenance schedule outlining the type of maintenance to be performed and the equipment to be maintained. Inspect and determine required materials, equipment and labour
  • Supervise staff and contractors directly as required, and check the activities of assigned staff, payroll timesheets, develop work schedules and, as required, physically work with staff to efficiently complete all work assignments.
  • Provide input or assist in the development and delivery of training to assigned staff in all aspects of the operation. Demonstrate, teach and supervise general building maintenance duties, including the safe operation of building equipment.
  • Ensure that the group’s work performance and quality standards are achieved, maintained, monitored and reviewed annually. Monitor and conduct performance management with employees
  • Ensure all work is performed in accordance with City of Oshawa Safe Work Standards and the Occupational Health and Safety Act; and provide input in the development and improvement of safety procedures
  • Complete appropriate work records and documentation related to the facility operations. Ensure that all transactions and work records are completed in accordance with policy and/or best practice
  • Relieve working Foreperson in specific areas of responsibility when required
  • Carry out, monitor and record shift inspections, preventative maintenance inspections and emergency inspections. Monitor work done by contracted services to ensure adequate performance and adherence to the contract. Report deficiencies and problems to the Manager
  • Assist electrical staff with weekly/monthly maintenance checks on emergency generator
    Perform general caretaking duties such as spot cleaning, collecting and disposing of garbage/recycling and, as required, removing snow and ice.
  • Move furniture and equipment as directed
  • Operate equipment such as power operated and general hand tools associated with skilled trades
    Provide support to other members of the team and maintenance staff

Requirements:

  • Knowledge normally acquired in the attainment of a Certificate in a recognized building maintenance and operations program such as Building Environmental Systems Operator Class 1
  • Demonstrated knowledge of and skill in physical plant maintenance demonstrated mechanical aptitude, plus four (4) years of facilities operational & maintenance experience, two (2) of which must be in a supervisory capacity, or have the equivalent combination of knowledge and experience
  • Ability to read and interpret schematic, mechanical, architectural and electrical drawings and plans
  • Demonstrated ability to produce clear written communication and correspondence for staff and stakeholders
  • Good understanding and proven skills in building maintenance including HVAC systems, DDC control systems, electrical, plumbing, VAV controls, life safety and water treatment systems
  • Proven supervisory skills and effective leadership qualities, with a willingness to accept responsibility
  • Demonstrated organizational skills related to the supervision of staff and the maintenance of work records; ability to problem-solve and work to deadlines
  • Excellent working knowledge of and ability to apply all relevant safety policies, codes, standards and legislation (Ontario Occupational Health and Safety Act). First Aid, CPR, Public Access Defibrillator (PAD) and WHMIS training are assets and must be obtained and/or renewed as per the Department’s training schedule
  • Ability to prioritize work in accordance with policy and severity of service impact to minimize financial or customer impacts, changing work plans within pre-determined deadlines
  • Able to stretch, climb and work at heights, lift and move heavy items, and work in confined spaces
  • Capable of performing the work assigned in a safe manner
  • Good interpersonal skills, tact and courtesy to deal with staff and the general public and to discuss routine information with colleagues
  • Wear City-issued uniform and safety equipment
  • Ability to work alone or with minimal supervision; personal qualities of reliability and cooperation
  • Sound judgment and initiative
  • Able to work overtime on short notice and to perform shift work necessary to fulfill the requirements of a six-day operation
  • Must be willing to serve on the Facilities Operations and Maintenance Services standby/on-call program
  • Possession and maintenance of a valid Ontario Driver's Licence, in good standing (minimum Class “G”) a driver’s abstract showing no demerit points, and the ability to pass the Corporation's tests for motor vehicle operation

As a condition of employment, the City of Oshawa will require successful candidates to undergo a Criminal Records and Judicial Matters check and an employment medical.
