Manager, Competency-Based Assessment
Contract ending January 15, 2027

Hybrid role
Are you ready to make an impact on the future of medical assessment in Canada? As the Manager, Competency-Based Assessment (CBA), you’ll be at the heart of MCC’s mission to deliver and grow innovative CBA initiatives, most notably the national Practice-Ready Assessment (PRA) program.
In this role, you’ll lead strategy, operations, and program development while guiding a talented multidisciplinary team. Your work will directly shape how MCC ensures excellence, quality, and alignment with our vision of supporting physicians and improving care across the country.
What you’ll do
- Lead the delivery of the national CBA programs, ensuring timely, efficient, and quality-controlled operations across the program lifecycle.
- Work closely with internal and external parties to plan activities and deliverables in accordance with the MCC goals and objectives.
- Manage the coordination of internal teams, provincial implementation sites, subject matter experts (SMEs), and vendors.
- Oversee the operational calendar, documentation of program policies and procedures, service agreements, and evaluation frameworks
- Develop and manage annual program budgets in collaboration with Finance.
- Support the pricing strategy reviews and cost modeling with partners.
- Support MCC senior leadership in executing national initiatives and ensuring program alignment with MCC’s long-term vision.
- Participate in strategic initiatives that directly impact the delivery, expansion, or modernization of the MCC CBA program.
- Align project activities and timelines with operational goals, ensuring coherence across workstreams and jurisdictions.
- Revise and maintain detailed operational plans that reflect evolving priorities, program requirements, and jurisdictional needs.
- Lead, mentor, and coach a multidisciplinary team, fostering a culture of high performance and teamwork.
- Set team priorities and assign tasks to achieve learning and training objectives.
- Set goals, review priorities, and provide ongoing feedback to direct reports, administering annual performance reviews.
- Act as the MCC liaison to provincial partners, regulators, universities, and working groups.
- Establish and maintain strong relationships with internal and external interested parties, including partners and vendors.
What you need to succeed
Experience
- Minimum of 5 years of experience in overseeing or managing programs, projects or a similar role
- Minimum of 5 years of experience in leading a team
- Proven experience in leading large-scale and complex initiatives
- Experience in resource allocation and budget management
- Demonstrated experience in working with regulatory bodies, government agencies, or academic institutions
- Experience in collaborating with technology teams to modernize existing systems or integrate new systems
- Experience in the high-stakes assessment industry is an asset
- Experience in the healthcare education sector is an asset
Technical Skills
- Excellent knowledge of project and program management tools and methodologies
- Knowledge of proven assessment industry best practices and standards
- Knowledge of adult learning principles and best practices
- Strong policy writing, presentation, and interpersonal communication skills.
- Advanced use of Microsoft 365, SharePoint, and PM tools (e.g., Asana, MS Project)
- Knowledge of physician licensure pathways and national assessment standards an asset

- Excellent problem-solving and analytical capabilities with a keen attention to detail
- Excellent communication and interpersonal skills
- Strong leadership and team management skills
- Strong relationship-building and influencing skills
- Ability to manage multiple changing priorities, including under pressure and while working to deadlines
- Demonstrated collaboration skills and experience working in a collaborative team environment
Education
- A bachelor’s degree in business, technology, education, health, or another related field
- A master’s degree in business administration would be considered an asset
The following will be considered an asset:
- PMP, or other project or program management certification (e.g., agile)
- Change management, process optimization (e.g., PROSCI, Lean Six Sigma) Language
- Advanced oral and written skills in English are required, with oral and written skills in French considered an asset
