Dovre Groups is pleased to present the following contract opportunity: Senior Project Manager in St. John’s and project sites in NL Estimated Start: October 2025, one year duration

Function This position is expected to exercise a high level of personal initiative and judgment in the strategic planning, organizing, and directing of specific Major Electric Utility Projects, with a primary responsibility for large transmission line and terminal station mega projects. The incumbent is self-directing in achieving objectives and provides high-level technical and commercial instruction and advice to senior management on specific technical issues. They provide direction, supervision, business guidance, technical advice, deliverable requirements, mentoring, and performance feedback to multiple employees, including other project managers, professional engineers, and other corporate staff as required. The incumbent is responsible for the management of numerous teams from multiple groups, as well as consultant staff.

Working with the “Owner’s team,” the Senior Project Manager is responsible for the overall delivery of assigned projects, which can include large-scale transmission line and terminal station developments in Labrador. This position is accountable for the assigned project’s scope, budget stewardship, and schedule management. Responsibilities may span from planning through the detailed engineering phase to completions, including contract or construction management oversight. This role relies on a large operational and corporate interface management to complete the required scope.

The incumbent will have a level of authority required for day-to-day decision-making. In fulfilling this mandate, the incumbent is expected to liaise extensively with the department, other program/project managers, execution teams, and functional Company managers to ensure their full awareness of the project’s requirements.

Duties The duties and job functions of the Senior Project Manager – Labrador Transmission shall include, but are not limited to, the following:

  • Establish an effective project organization through the identification of required project resources that is able to effectively support the delivery of the department’s initiatives. Oversight of the assigned projects department scope. This consists of overall project execution responsible for the assign multiple scopes, in excess of $ 500 Million in budget.
  • Assigned package/projects will complex and could consists of multiple projects bordering on the program level of assignment. As a senior resource this position will aid in direction and recommendations to the overall Program leadership team on project management, contractual and governance approaches.
  • Mentoring and developing internal employees to develop project management knowledge within the company.
  • Be available and participate in any required regulatory, reviews, technical sessions or hearings for Project applications. Overall delivery responsibility and project management of assigned scope as required include the management of other project managements within the team.
  • Identify cost and schedule drivers, and implement associated optimization opportunities.
  • Work with Project Controls to ensure effective cost and schedule control, including schedule and cost trend reviews. Monitor project deliverables and milestones and ensure compliance with baseline schedules.
  • Identify changes and subsequent management of approved changes, in accordance with project protocols.
  • Act as a point of contact between the Project team and corporate department with respect to technical details and project’s requirements.
  • Organize and lead meetings related to delivery of project scope, working to resolve issues that could impact overall delivery.
  • Be adaptable to tackling multiple projects of varying subject matter.
  • Identify delivery risks and develop/implement associated risk management plans.
  • Provide input into and develop progress reports as required.
  • Proactive support of a safety culture where “Nobody Gets Hurt.”
  • Ensuring opportunities for improvement with respect to safety and environment.
  • Ensure adequate resources are assigned to ensure deliverables are produces in accordance with required schedule.
  • Oversee Supplier’s/Contractor preparation of documentation; in addition, perform review and coordinate comments.
  • Ensure internal and external interfaces are clearly identified and scheduled with responsibility allocated.
  • Interface with corporate departments (engineering, environment, safety, regulatory compliance, lands, etc.) to ensure all requirements are understood and met.
  • Lead member in contract formation and negotiation. Work with contract administrators/buyer to ensure key procurement activities and recommendations are undertaken.
  • Assist and lead where applicable in approval of contracting strategies where required, final contract for execution and necessary financial authorization.
  • Following contract award work with team to ensure obligations of both Company and Contractor are adhered to for the project.
  • Work with Supplier/Contractors and engineering to ensure proper quality assurance and control is in place within scope.
  • Work with project Engineering resources to ensure proper oversight of technical specifications, quality assurance/control and turnover to operations.
  • Approval of Contractor’s project execution or construction management plan if required.
  • Support Site Engineer/Construction Engineers to determine the need for design and construction specialist and inspectors as required.
  • Ensure work incorporates the Corporation’s Safety and Health Program, Environmental Management Program and Project Management Systems.
  • Provides appropriate guidance, mentoring, coaching and performance feedback to a diverse, multidiscipline team with varying degrees of experience to ensure staff performance is optimized and performance issues are dealt with in an effective manner.
  • Other related duties, as assigned

Requirements

  • Extensive background (+20 years) on large engineering and construction projects with a focus on Electric Utility infrastructure.
  • Direct experience in Project Management of Major Projects.
  • Experience in leading large scale transmission line, terminal station, or Utility projects would be considered an asset.
  • Extensive background on managing and overseeing Major Projects within an owner’s team atmosphere.
  • A focus on continual improvement is a priority of the role. The incumbent should have a solid grasp of advanced project management principles, along with having experience in successfully applying and advancing those principles.
  • Demonstrated leadership skills in developing and leading diverse work teams.
  • Commercially astute individual with a strong background in cost/schedule analysis. Claims management experience is considered an asset.
  • Excellent written and verbal communication skills.
  • Experience with large national and international construction Contractors is considered an asset.
  • Experience with multiple forms of contracting including EPC and compensation terms including unit rate, lump sum and reimbursable.
  • Strong background in the application of Project Management Systems.
  • Experience with working with a project controls team.
  • Adaptability to perform in different work environments.
  • Ability to train/mentor personnel.
  • Strong cost/schedule analytical skills.
  • A team focused approach and collaborative nature is required.
