You in this role
Reporting to the Sr. Director, Green Municipal Fund (GMF) Operations, the Senior Manager, GMF Impact and Performance is responsible for the design and continuous improvement of GMF’s Integrated Results Framework and for working collaboratively with GMF Programs, Client and Funding Services and Communications teams to ensure that GMF has the right data to demonstrate our impact and value-for-money in the short- and long-term. To do this, the incumbent leads a cross-functional working group of monitoring and evaluation experts who are responsible for the performance monitoring and measurement of their individual programs.
This role is pivotal in advancing results-based management practices across GMF, ensuring that GMF has an integrated system to aggregate and report on GMF’s impact and performance. The incumbent provides strategic direction and functional leadership to two teams, the Performance Measurement and Reporting team responsible for working cross-functionally to implement and aggregate the data resulting from GMF’s Integrated Results Framework and the Impact and Verification team responsible for developing the methodologies to verify the impacts GMF and the projects we fund.
The Senior Manager, GMF Impact and Performance establishes a GMF Evaluation Framework aligned with standards such as the Organization for Economic Co-operation and Development (OECD) Framework for Regulatory Policy Evaluation, setting GMF on a path to international best practice for demonstrating our effectiveness and value-for-money to our funder(s) and beneficiaries.
Key Responsibilities
Integrated Results Framework and Evaluation Roadmap:

Responsible for the co-creation, design and continuous improvement of a comprehensive and integrated results framework (IRF) for the Fund, ensuring that:
-
GMF captures the right data to support Management decision-making and oversight of GMF’s results and performance in accordance with the GMF Funding Agreement and GMF’s Strategic Plan, over the short- and long-term, understanding that our ability to capture all the data that we would like to collect will always be in tension with the need to minimize burden on GMF’s beneficiaries.

The methodologies used to assess common performance indicators are standardized across GMF, working collaboratively across the Programs to ensure alignment and high-quality data,

Where appropriate, GMF uses other accepted data sources (i.e., Statistics Canada data) to supplement our data to enhance impact analysis and benefits quantification.

GMF has the methodologies and data to assess cost-benefit and report on the economic benefits of the Fund, starting with the economic benefits accrued to the project Recipients and their communities, followed by the economic benefits of the GMF portfolio and eventually, the Fund (including operations)

Risks to GMF’s achievement of the results in the IRF are articulated, monitored and reported on, noting that the risk response (i.e., mitigation or other actions) may be the responsibility of GMF Programs or the Client and Funding Services team.

Appropriate environment, social and governance (ESG) indicators are integrated into the IRF to report on GMF’s corporate commitments in collaboration with the Manager, Corporate Sustainability and the Manager, Performance Measurement and Reporting.

Responsible for ensuring that GMF’s project verification processes are optimized and aligned with the needs of GMF Programs and GMF Client and Funding Services (CFS) teams resulting in reliable data that can be used to validate project, program and Fund-level performance.

Responsible for ensuring that the Impact and Verification team maintain quantification methodologies that align with Canadian and International best practices and for sharing our methodologies publicly enhancing GMF’s credibility and commitment to accuracy and transparency.
Expertise, knowledge, learning, data quality and management:

The Sr. Manager is responsible for leading high-performing teams with the subject-matter expertise and knowledge to repeatably and reliably apply the methodologies and accurately report on our results, in accordance with all FCM and any regulatory data management requirements – paying particular attention to the protection of any demographic data or information subject to privacy legislation.

The Sr. Manager stays apprised of Canadian and global best practices in endowment and public policy monitoring and evaluation and builds these practices into a GMF Evaluation Framework (future objective), readying GMF for all audits or evaluations to which the Fund is subject to.

Works proactively with GMF Communications, Programs and Client Funding Services (CFS) teams to identify and promote best-in-class projects accompanied by evidence-based reporting.

Works collaboratively with peers in FCM’s Information Technology team and CFS’ Client Services Support unit to ensure GMF results data is maintained, protected, and accurate in accordance with FCM policy, ensuring that data access controls are appropriate to safeguard data while enabling GMF teams to view and use the data as appropriate.

Provide senior leadership and strategic direction to a working group of cross-functional M&E staff, meeting at a regular cadence to; share lessons, refine indicators, monitor/manage risks, improve quantification methodologies and data quality and adhere to the established quarterly and annual reporting cycle (managed using Asana).

Promote a culture of learning and continuous improvement through evidence-based decision-making, collaborating with internal and external stakeholders to align M&E activities with organizational goals and regulatory or compliance requirements.
Compliance, Performance and Risk Reporting:
- Oversee the production of high-quality reports, dashboards, and presentations for senior leadership, Council and FCM’s Board of Directors and auditors/evaluators.
- With project management support from the GMF Operational Effectiveness team, the Sr. Manager leads an efficient and collaborative process to produce and deliver GMF’s strategic and annual plans and reports. They provide strategic direction and structure to GMF teams ensuring alignment and integration of expected annual outcomes and deliverables. Ensures horizontal coordination within the department and that effective working relationships are established and preserved.
- Responsible for submitting the Annual Statement of Plans and Objectives (ASPO) and the Annual Report to the appropriate Federal Ministers, within the established timelines outlined in the Funding Agreement.
- Responsible for overseeing the mandated five-year cyclical compliance audits and evaluations required by the GMF Funding Agreement – or as required by the Government of Canada. The Sr. Manager is responsible for working with collaboratively with their peers across FCM/GMF to ensure that any recommendations resulting from audits or evaluations are addressed – but not necessarily implementing solutions to the recommendations themselves which will be assigned to the appropriate business unit.
- Provides content and strategic input into the preparation of key GMF reports including the GMF Strategic Plan, Quarterly Director’s Report, Annual Report, ASPO, Board and Council reports/memos, Council Chair presentations and briefing notes.

Advanced degree in Applied Economics, Statistics or Data Science, Economic or International Development, or equivalent experience in a related field.

Minimum of 10 years of progressive experience leading monitoring and evaluation programs, including at least 5 years in a leadership role.

Demonstrated expertise in data-driven, results-based management and public policy monitoring and evaluation.

Exceptional people and project management skills with experience in consensus-based decision-making.

Experience managing diplomatic relationships with widely varying stakeholder groups

Strong knowledge of economic evaluation methods, including cost-benefit analysis and impact assessment.

Proficiency in climate impact quantification and data analysis methods is required

Experience with internal control systems and development of standards or methodologies is required.

Fluency in written and oral English is a requirement.
Nice-to-haves:
- Familiarity with the OECD Framework for Regulatory Policy Evaluation is a strong asset.
- Experience with purpose-built monitoring & evaluation and project management software is an asset.
- Intermediate French language ability (oral, at minimum)
