Job Description

The Proposal Procurement Lead (estimator) is a strategic cost management professional responsible for determining current and expected material costs of Veolia-supplied equipment and third-party components to establish accurate project budgets during the proposal phase and throughout project execution. This role serves as a critical bridge between sales, engineering, and procurement functions, ensuring that cost strategies are optimized for project profitability while maintaining competitive positioning in the market.

Duties & Responsibilities

Be a Strategic Partner to Help WIN Projects, Ensuring Successful Execution and Improving Margins

  • Serve as the primary cost strategy architect, collaborating with Project Proposal/Sales, Category Teams, Engineering, Logistics, Quality, and Procurement stakeholders to develop optimized cost strategies that encompass materials, equipment, and procurement labor
  • Lead and coordinate project procurement teams during the tender phase, ensuring alignment on cost objectives and timeline requirements
  • Develop comprehensive project cost strategies by leveraging quotations, vendor contracts, material costing databases, cost standards, and historical project data to inform accurate estimations
  • Establish and maintain cost standards, estimation tools, and detailed records that serve as reference materials for future project costing and continuous improvement
  • Transfer cost strategy knowledge to project execution teams and facilitate Return-on-Experience (REX) sessions to capture lessons learned and refine future cost approaches
  • Assess project risks and identify appropriate contingencies for inclusion in proposal material costing; maintain current knowledge of market conditions and supply chain dynamics that impact costs
  • Provide expert cost estimation for third-party materials and equipment, ensuring comprehensive budget coverage across all project components
  • Maintain proficiency with company software systems, including Google Suite and SAP, to ensure accurate data management and reporting
  • Uphold company values, ethical standards, and safety policies in all procurement and costing activities

Qualifications

  • Above average mathematical skills and mechanical aptitude in an engineering environment
  • Solid understanding of costing methodology, ability to apply logic and reasoning to properly develop costs with limited input
  • Ability to read and understand engineering drawings, fabrication drawings and specifications
  • Above average knowledge in engineering equipment or manufacturing environment

Education & Experience

Required:

  • 7 + years’ combined work experience in Water & Wastewater sector or other EPC environment as Mechanical, Commercial engineer , Project management and Procurement, Supply chain background

Desired Skills and Qualifications:

  • Bachelor Degree in Engineering
  • Candidate with an MBA, Master's Degree and / or certification like CPM/CPSM, PMP, etc.
  • Good understanding of procurement sub-functions and water treatment technologies (products and operations).

Compensation: The compensation range is tied to the market for similarly benchmarked roles. The range is not an absolute, but a guide, and offers will be based on the individual candidate’s knowledge, skills, experience and market conditions, as well as internal peer equity. Depending upon all the preceding considerations for the final selected individual candidate, the offer may be lower or higher than the stated range: $94,863.00 - $104,273.00 annually + 10% AIP.
