About the role

Under the general direction of the City Archivist/Records Manager, the Senior Records and Information Manager is responsible for managing the overall direction of the corporate records management program within the City under the City’s records management by-law. The Senior Records and Information Manager is responsible for establishing and implementing corporate-wide operational policies, procedures and guidelines and to ensure compliance with the City’s records management by-law and legislation at other jurisdictional levels that impact City recordkeeping requirements, and for providing recommendations, support and expert interpretation of applicable rules governing the management of documents and records, regardless of medium or format.

As theSenior Records and Information Manageryour duties will include:

  • Manage the Corporate Records Management program; implement effective policies, guidelines and procedures to ensure compliance with the City’s records management by-law and legislation at other jurisdictional levels that impact City recordkeeping requirements.
  • Establish a City-wide documents and records management working group to categorize and classify records, develop retention and disposition schedules and conduct audits on records management systems.
  • Develop and implement a records management training program.
  • Support the City of Winnipeg Records Committee.
  • Act as an Election Officer in regularly scheduled Civic Elections and By-Elections.

Your education and qualifications include:

  • Bachelor’s Degree in Public Administration, Information Management, or related field. Equivalent post-graduate education in a discipline that complements the skills of the Branch, and proven experience in document and records management in a large organization.

  • Four years previous experience in records and information management in the public sector or for a large private sector organization.

  • Experience in providing leadership and direction to others and developing a team based work environment

  • Knowledge of records management programs.

  • Ability to develop and implement records management strategies, processes and procedures.

  • Ability to analyze complex issues and develop practical solutions.

  • Proficiency with computer technology and election equipment.

  • Communication and facilitation skills, both oral and written, including public speaking with a strong emphasis on securing commitment to new ideas and directions and report writing.

  • Strong interpersonal skills with the ability to effectively interact with senior management.

  • Ability to build consensus, generate common understanding and create shared vision in an environment with diverse stakeholders and interests.

  • Problem-solving and analytical skills within a recordkeeping program.

  • Awareness of information management principles and familiarity with information systems and archives.

  • Awareness of data protection and freedom of information and protection of privacy legislation.

  • Project management and organizational skills.

  • Ability to train, supervise, develop and evaluate staff.
